Oversees the operation of the Road and Bridge Division. Responsible for providing general direction to the Assistant Road and Bridge Superintendent in order to schedule day to day operational/maintenance needs for the County. Is responsible for monitoring all contracts for services for the Division. Works under the general direction of the Assistant Public Works Director.
Position Duties
- Supervises the Assistant Road and Bridge Superintendent and Managers engaged in road and bridge construction and maintenance activities.
- Establishes timetables for activities and prioritizes activities by severity.
- Conducts studies and develops new methods for improving road construction and maintenance activities.
- Delegates authority to subordinates and sees that work is completed in accordance with established schedules.
- Makes periodic and special inspections of road maintenance and construction projects.
- Establishes and directs training programs to instruct departmental employees in work and safety methods.
- Prepares and manages departmental budget.
- Conducts staff meetings to plan and coordinate activities of subordinate units.
- Controls and monitors the purchasing of supplies.
- Maintains inventory of equipment, supplies and materials.
- Oversees and tracks preventative maintenance schedules.
- Reviews daily reports and monitors status of ongoing projects.
- Implements organizational changes within division as directed by the Assistant Public Works Director.
- Inspects roadway maintenance activities for compliance with County policy and FDOT Roadway standards.
- Assists in personnel functions, including but not limited to, reviewing, and assisting in the determination of employee discipline.
- Responsible for communicating with the public to address complaints, explaining drainage operation and maintenance procedures, addresses roadway repair issues, among other public driven needs.
- Develop specifications and manage division contracts for mowing, sidewalk repairs, guardrail repairs, and backlot mowing with cutbacks.
- Acts as a liaison between various field operations, various county departments, outside contractors, and property owners.
- Will be required to work during a declared emergency.
Minimum Qualifications
Education and Experience:
Bachelor’s degree in business or public administration or related field and five-years of construction experience or equivalent combination of education and experience, including a minimum of seven years of supervisory experience. Roadway construction and infrastructure design are preferred.
Licenses, Certifications or Registrations:
- Valid Florida driver's license required.
- FDOT Intermediate Certification required.
- FDOT Advanced Certification preferred.
- Stormwater Management Inspector preferred.
Knowledge, Abilities and Skills:
Knowledge of the principles and techniques of planning, management, and scheduling as they relate to roadway maintenance and employee supervision.
Knowledge of budgeting and accounting principles and the ability to prepare and administer budgets.
Knowledge of methods, materials, and equipment commonly used in roadway and drainage construction.
Knowledge of principles and practices of accounting in order to assist with budget planning, implementation and monitoring; bid review; and supply purchases.
Knowledge of personnel practices and procedures.
Knowledge of safety standards and ability to establish safety regulations.
Knowledge of current technical advances in construction and the ability to put this knowledge into practice.
Ability to tactfully and effectively deal with the public, employees, and government officials.
Ability to operate various office equipment and machines.
Ability to communicate effectively with employees, other departments, and outside agencies.
