About the Department

The City of Turlock is accepting applications for the Community Service Officer I/II position. The Community Service Officer I ($4,799 - $5,832) is assigned to perform a variety of non-sworn duties in the enforcement of law and order, keeping the peace and providing service to the public. Community Service Officers also perform the following: take and prepare non-hazardous crime reports, monitor and store evidence and property, monitor and direct traffic, provide police Service information to the public, vehicle abatement, and to carry out special non sworn assignments as directed.

The Community Service Officer II ($4,914 - $5,974) classification requires the incumbent have the ability to work independently and exercise judgment and initiative.  A Community Service Officer I may be eligible to promote to a Community Service Officer II after two years of experience as a CSO I with the City of Turlock. In addition to this experience, promotion to the CSO II classification may require a practical test to demonstrate the ability to perform the full range of technical duties at the journey level. 

This classification is assigned to the T.A.P.O. bargaining unit for labor relations purposes and is subject to overtime, call back and standby assignments.

An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees serve a one (1) year probationary period.  

SUPERVISION RECEIVED AND EXERCISED

Community Service Officers receive direct supervision from the Watch Commander or Unit Supervisor under the general direction of a Division Commander.

Position Duties

ESSENTIAL FUNCTIONS: Duties may include, but are not limited to, the following:

  • Patrol assigned area in radio-equipped vehicle; answer calls for non-hazardous incidences; collect   scene information and prepare reports related to incidences.

  • Interview victims, complainants and witnesses in the field or in the station; gather and preserve evidence for non-hazardous police reports.

  • Monitor and maintain property and evidence; perform technical tasks related to evidence storage; transport evidence for testing.

  • Answer questions from the public regarding police Service; respond to inquiries regarding laws, ordinances and vehicle codes.

  • Respond to requests for emergency Service by either providing information or referring request as appropriate.

  • Prepare reports on non-hazardous arrest, traffic violation, impounded property and other case reports.

  • Contact and cooperate with other law enforcement personnel in matters relating to providing police Service.

  • Maintain contact with citizens regarding potential law enforcement problems and preserves good relationships with the general public.

  • Direct and control pedestrian and vehicular traffic at emergency or other congested traffic situations.

  • Attend meetings, seminars and training sessions as assigned.

  • Parking enforcement including disabled or timed parking and abandoned vehicles.

  • Enforcement of City Code Violations.

  • Make public presentations regarding crime prevention.

  • Coordinate and facilitate various programs, functions and open house events relating to crime prevention.

  • Coordinate the Volunteers in Policing (VIPS) program.

  • Perform related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS

  • To maintain employment as a CSO I, after training, the candidate must exhibit:

Knowledge of:

  • Practices of basic report writing.

  • Rules of evidence pertaining to the preservation of evidence.

  • Principles and practices of self-defense.

  • Interviewing and interrogation techniques.

  • Pertinent laws, codes, regulations and statutes.

  • City geography, noting streets, building locations.

  • First Aid techniques.


Ability to:

  • Remain calm under stressful and emergency circumstances.

  • Learn basic principles of law enforcement.

  • Learn, understand and interpret pertinent law, ordinances, policies and procedures.

  • Learn to organize and coordinate a police community support program and implement the delivery methods.

  • Drive and handle a police vehicle under non-emergency situations.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain effective working relationships with those contracted in the course of work.

  • Observe accurately and remember faces, numbers, incidents, and places.

  • Think logically and act quickly, and judge situations and people accurately.

Other Qualifications

Experience:

Two years experience working with the general public.

Education:

Completion of thirty (30) units of college work in sociology, psychology, criminal justice, business administration, public administration or related field.


LICENSE AND/OR CERTIFICATES

Possession of valid California Driver’s License at the time of appointment is to be maintained as a condition of continued employment.

The Community Service Officer I must complete educational courses in Traffic Control, Report Writing, Field Evidence Collection and Preservation, Basic Photography, and standard First Aid within eighteen months of employment.


DESIRABLE QUALIFICATIONS

Possession of an Associate’s Degree in criminal justice, sociology, psychology, business administration, public administration or a related field.

Possession of bilingual skills in English and Spanish or other needed language.

Report writing skills.


PHYSICAL REQUIREMENTS

Maintain physical ability and stamina to meet job duties including: see well enough to drive vehicles. Obtain evidence, hear well enough to converse on the radio, telephone and in person over incident noise; ability to distinguish odors and colors for identification purposes; bodily mobility to climb and crawl in elevated and other awkward areas to obtain evidence and review crime scenes; ability to catch aggressive/ vicious animals which may require chasing the animal and using a snare; use of hands and fingers to write reports and drive vehicles; must be able to lift and properly place 75 pounds of weight including but not limited to crime scene evidence, property, dead animals and traffic barricades.


SELECTION PROCESS

3.  Applications will be reviewed for minimum qualifications.  Applications will be rejected if incomplete or if all required documentation and the completed supplemental questionnaire is not submitted with the application.

4. Candidates invited to compete in the testing process maybe required to take a written examination, which is based on a pass/fail basis. In the event that a large number of candidates pass the written examination, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. The oral examination is tentatively scheduled for the week of September 15, 2025. 

5.  Candidates invited to compete in the testing process may be required to take a written examination, which is graded on a pass/fail basis.  Only those applicants who pass the written examination will advance to the oral examination.

6.  Candidates may also be required to pass a physical performance test that evaluates abilities to perform physical activities typically performed by the Community Services Officer I/II.

7.  Candidates invited to compete in an oral examination that receives a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.

8.  Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.

9.  Final appointment to the position of Community Services Officer I/II will be contingent upon passing the following:
  1. Chief of Police interview 
  2. Background Investigation
  3. Medical examination (including drug/alcohol screening, hearing and vision examinations), and

VETERAN'S PREFERENCE SYSTEM

The City of Turlock has adopted a veterans' preference system (effective January 1, 2002). The percentage score achieved through entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provided: (a) one (1) percentage point added to the final test score for each six (6) months of active service during time of armed conflict, up to a maximum of five (5) points and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during time of armed conflict, regardless of length of service.  To receive preference points, applicants must provide supporting documentation and proof of honorable discharge.  In no event shall an applicant receive more than a five (5) point adjustment.  This request should be made in section #12 of the employment application form.  (A copy of your DD214 must be attached for this request to be considered.).

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING

The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.

BENEFITS

Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: 
Sworn personnel are covered under the Safety Retirement Plan 3% @ 50 and nonsworn are covered under the Miscellaneous Retirement Plan 2.7%@ 55. Final compensation, for retirement purposes, will be calculated on the single highest year of PERS reportable wages as determined by CalPERS. The total 9% PERS contribution shall be deducted as a pretax employee pension expense. Effective January 1, 2013, all new employees, as defined by AB 340, will participate in the Public Employees Retirement System (PERS) 2%@ 62 defined benefit formula for non-safety members. New employees shall have an initial contribution rate of at least fifty percent (50%) of the total normal cost rate for the defined benefit plan or the current contribution rate of similarly situated employees, which is currently a 9% PERS contribution, whichever is greater.  All employees shall be subject to the mandatory provisions of AB340. 
TAPO Retiree Health Benefit Trust Fund: Employer contributes three (3) percent.
Health: 
The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.

Uniform Allowance: Six hundred forty dollars ($640).

Term Life Insurance: At one and one half percent (1.5%) times annual salary, plus $5,000.
Continuous Service Pay:

Beginning with the tenth (5th) year and every year thereafter, 2.5% of base salary.
Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary.
Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary. Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
