We are seeking an experienced, strategic leader to serve as a Capital Project Performance Manager (Mgr. 3). In this role, you will oversee a group of highly skilled professionals and supervisors working across eight integrated work units that form the backbone of SPU’s capital project delivery:
- Project Controls (schedule, cost tracking, risk management)
- Project Services (PPM system administration, cost accounting, governance)
- Public Works Contracting (bid document development and compliance)
- Standard Specifications (design and construction standards)
- Community Relations (project-based public engagement and communications)
- Cost Engineering (estimating, cost modeling, escalation analysis)
- Governance (funding, scope, and schedule approval and oversight)
- Permitting (regulatory coordination and approvals)
Together, these functions ensure SPU’s $1.9 billion Capital Improvement Program is delivered with precision, accountability, and transparency.
This position offers a unique opportunity to lead at the intersection of policy, process, and practice. Position Duties
In this role, you can expect to:
- Lead, mentor, and manage a multidisciplinary team of supervisors and technical professionals across eight work units: Project Controls, Project Services, Public Works Contracting, Standard Specifications, Community Relations, Cost Engineering, Governance, and Permitting. Promote workload balance, staff development, and a high-performance, service-oriented culture
- Oversee and integrate project support functions that enable successful project delivery. Assist project managers with establishing baselines, managing schedule and cost performance, streamlining permitting, and developing clear and complete bid documents to support public works contracting
- Ensure alignment with city, departmental, and regulatory priorities by coordinating with internal project teams, external permitting agencies, and community stakeholders. Support SPU’s commitment to equity, transparency, and community engagement in capital projects
- Apply project management tools and governance processes to monitor performance and risk across the capital delivery portfolio
- Contribute to strategic planning, continuous improvement, and CIP governance, with a focus on strengthening delivery systems, refining policies and procedures, and promoting consistency, accountability, and operational excellence across the capital program

Minimum Qualifications
Education: Bachelor Degree in Architecture, Engineering, Business Administration, Urban Planning or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Experience: Five (5) years of (relevant) experience including two (2) years of prior supervisory experienceEducation Equivalency: In lieu of a bachelor's degree, Seven (7) years of relevant experience would be considered equivalent (there is no substitution for the required supervisory experience)
Desired Experience:
- Demonstrated leadership in supervising multidisciplinary technical teams, including experience managing supervisors or leads across diverse functional areas
- Strong working knowledge of capital project delivery processes, including project controls, scheduling, cost estimating, permitting, contracting, and governance
- Experience developing or implementing tools, templates, policies, and procedures to improve consistency and quality in project delivery
- Familiarity with public sector procurement and contracting requirements, particularly related to public works construction and consultant selection
- Proven ability to foster collaboration across internal departments, external agencies, and community stakeholders to support project success
- Proficiency with project management systems (e.g., PPM, Primavera, MS Project) and performance tracking tools to support portfolio oversight and reporting
- Ability to interpret and apply municipal code, standard specifications, and permitting regulations in support of project compliance
- Experience contributing to strategic planning, organizational change, or continuous improvement initiatives within a capital projects or infrastructure context
- Skilled at mentoring staff, supporting professional development, and creating inclusive, high-performing teams
- Most work is performed in a normal City work/office environment
Other Qualifications
This position allows for the flexibility of a hybrid work schedule. City employees have the option to work remotely two days per week. Individual schedules will be agreed upon by the employee and their supervisor.

The full salary range for this position is: $124,758.00 - $187,105.68 Annually
