Gaming Audit and Casino Technical Support
The Division's Audit and Casino Technical Section performs its responsibilities through four separate units: Compliance Audit, Corporate Securities, Operations, and Casino Technical.
Compliance Audit UnitThe Compliance Audit Unit conducts compliance audits on each of the twenty casinos to ensure compliance with all laws, administrative rules, and the casino's internal controls.
Corporate Securities UnitThe Corporate Securities Unit performs financial suitability investigations to aid the Gaming Control Board in their role of approving new casino licenses, renewal of casino licenses, and approval of financial transactions conducted by licensees, the casino operator, and their affiliate companies.
Audit Operations UnitThe Audit Operations Unit includes two groups: Video Poker and Internal Controls/New Games and New Equipment (ICC). The Video Poker group conducts fuel sale audits of truck stops licensed to operate video draw poker devices, tracks the daily video poker revenues, ensures accurate billing and collection of video poker fees, and ensures accurate reporting of casino revenues and the related fees.
The ICC group reviews and approves all internal controls, new games, new gaming equipment, new gaming-related equipment, chips, tokens, cards, and dice.
Casino Technical UnitThe Casino Technical Unit performs all testing, certifications, and compliance checks on electronic gaming devices (EGD), monitoring systems, and other equipment used in casino gaming operations. The unit also assists the ICC group in its review of new gaming technology. The Unit authorizes all shipments of EGDs in and out of Louisiana and the placement of EGDs on the casino floors.
Position Duties
Six years of full-time experience in any field plus twenty-four semester hours in any combination of the following: accounting, auditing, business, computer science, economics, finance, information technology, information systems decision science, management, or quantitative methods plus one year of experience in financial auditing, program auditing, or information technology; OR
A bachelor’s degree with twenty-four semester hours in any combination of the following: accounting, auditing, business, computer science, economics, finance, information technology, information systems decision science, management, or quantitative methods plus one year of experience in financial auditing, program auditing, or information technology; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information technology, computer science, quantitative methods, or an information systems field plus one year of experience in financial auditing, program auditing, or information technology; OR
A bachelor’s degree plus a Microsoft Certified Systems Engineer (MCSE) certification; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information technology, computer science, quantitative methods, or an information systems field; OR
A Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or Certified Information Systems Security Professional (CISSP) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
- This position conducts system audits at the three casinos in Baton Rouge and the Amelia Belle Casino in Amelia. Our IS auditors review access to networks and computer systems, network security, physical access to restricted areas through computer systems, and carry out investigations as needed at their properties or as directed by their manager.
- Prepare summaries of control deficiencies observed during information systems control reviews.
- Deliver oral presentations to senior members of agency management.
- Provide audit software support as needed to other auditors within the department. May train other audit personnel in the use of information retrieval systems.
- Work with and monitor the work of outsourced information system audits in areas where auditor expertise is needed.
- Recommend resources, time frames and procedures for meeting information systems related corrective actions.
- Conduct quality assurance reviews of existing systems and services in assigned program area by monitoring systems and interacting with agency management.
- Conduct reviews of proposed systems in assigned program area or support section to ensure the most effective designs are utilized to best support the needs of agency management.
- Represent agency as necessary in defending audit findings in formal hearings or informal forums concerning the audit findings, acting as a subject matter expert in information systems areas.
- Recommend updates to the audit manual, as needed, to ensure suitability of the goals and the scope of audits, as well as all tests of compliance, completeness and accuracy.
- Assist in annual risk assessment and the development of the annual audit plan, acting as subject matter expert in information systems areas.

Location: This vacancy is located in the Gaming Enforcement-Audit in the Office of State Police located in East Baton Rouge Parish.
