Job Summary
Supports Executive Director of Design and Construction through management of all financial and accounting related services. Ensures budget and construction activities are executed within Federal, State, and local guidelines.
1. Manages Facilities Financial Services operations, recruits, selects, orients, trains, coaches, counsels, and disciplines financial staff. Plans, monitors, appraises, and reviews staff job contributions.
2. Oversees, develops, and improves necessary procedures for creation or correction of budget requests from program or project leads, and translates contractual requirements into costs and funding requirements.
3. Coordinates staff review and creation of budget for submission to the Executive Director of Facilities and when required support to Deputy Superintendent of Operations for Operations budget submission and Operation specific contract accounting.
4. Disseminates information on budget account allocations for equipment, supplies, and services to appropriate personnel.
5. Monitors and controls project-based expenditures of general, milage, sales tax, federal, grant and categorical funds.
6. Directs the development and submission of the Capital Outlay Budget upon review by Executive Director of Facilities.
7. Prepares, oversees and monitors all Facilities Department budgets, budget amendments and related budgetary resolution to ensure in compliance with federal, state and local laws and policy.
8. Maintains Facilities Department, program, and project commitment, object and functional budgeting structure for required accounting breakdowns for comprehensive budget analysis.
9. Performs other duties as assigned.
Qualifications
Education: Bachelor’s degree from an accredited college or university. Master’s preferred.
Experience: Three (3) years public school administration and/or training and experience in business management and accounting and/or construction auditing experience.
