The Prince George’s County Office of Central Services is currently seeking qualified applicants to fill a Real Estate and Development Administrator (Property Acquisition & Dev. Admin-G), grade G31, in the Property Acquisition and Development Division.
About the Position
The Office of Central Services (OCS) is seeking qualified candidates to fill a Real Estate and Development Administrator, grade G-31, within its Land Acquisition Real Property Division. The Real Estate and Development Administrator oversees and manages all aspects of the Land Acquisition Real Property Division. Such management includes but not limited to portfolio and asset management, leading all aspects of acquisition and development projects, entitlements, design, financial analysis and modeling, due diligence, legal compliance, program of requirements, leasing and space planning.This is key member of the Office of Central Services management team. The incumbent exercises considerable judgment within the framework of established Departmental policies and procedures, and is supervised and evaluated by the agency's Deputy Director based upon program objectives and achievements.All OCS employees that are designated as "Essential" and may be required to report for work during natural/manmade disasters and during special operations as assigned. "Essential" employees are expected to report or remain at work when other County employees are granted administrative leave..
About the Agency
The Office of Central Services administers centralized support services for the County Government, including facilities operation and management, contract administration and procurement, fleet management, real estate, construction, administrative services and small, local and the minority business development.
Position Duties
• Performs complex due diligence and financial modeling related to real estate projects and transactions;
• Oversees real property acquisitions for County projects;
• Maintains inventories of real property and improvements titled in the name of Prince George's County;
• Negotiates, establishes and manages leases;
• Oversees the marketing, sales, and other methods of real property conveyance of County-owned properties;
• Hires, trains, and supervises staff in accomplishing the Division's goals and objectives;
• Prepares, drafts, and advise on real estate related legislation;
• Documents land purchases, easements, right of entry, settlements, and other real estate related documents;
• Assists with developing and monitoring the annual operating budget to ensure sufficient funds are available to meet the Division's mission; and
• Performs other tasks and duties as assigned, which may not be specifically listed in the position description, however, are within the general occupational category and responsibility level typically associated with the employee's class of work.
Minimum Qualifications
Master’s degree in Public/Business Administration, Urban Studies, Urban Planning, Real Estate, or a related field
A minimum of four (4) years of real estate portfolio management level experience within a large government organization;
OR
A Juris Doctorate degree with some experience in real estate.
An equivalent combination of education and experience will be considered, however, there is no equivalent for supervisory experience.
