About the Department
This is a specialized professional nursing supervisory position responsible for planning, leading, directing and the following Alamance County Health Department services: maternity, family planning, centering pregnancy, well child clinic, home visiting, and STI. As the nursing supervisor for these programs and clinical services, this position will develop, plan, coordinate, supervise, problem solve, and innovate assuring quality care consistent with professional standards and goals of the agency. This includes organizing, directing programs and staff, setting and review of staff work standards, selection and training of new staff, coaching, assist with developing work goals, and positively motivating direct reports. Additionally, the supervisory position works with area nursing students during public health clinical rotations.
Position Duties
This position oversees a variety of public health programs including family planning, maternal and child health, home visiting, and STI services. The role involves planning and implementing strategies to ensure programs comply with state and local requirements. It includes regular review and updates of protocols, policies, and nursing standing orders. The employee is responsible for identifying program needs in collaboration with the coordinators, setting short and long term goals, and monitoring outcomes using performance data and clinical efficiency from the QA section. Coordination with leadership, staff, and community partners is essential to ensure services are aligned and customer needs are met.
Day to day responsibilities include setting work priorities, clinical services/customer care, monitoring staff performance, reviewing time sheets, and preparing service coverage schedules. The position involves direct oversight of program operations, staff assignments, and ongoing quality and efficiency assessments. Clinical duties are also a key part of the role. These may also include reviewing abnormal laboratory results such as pap smears, arranging follow-up, consulting with providers, and educating customers on disease prevention and treatment. The employee may provide direct care in clinics after training, including counseling, administering medication, documenting in the electronic medical record, and delivering test results. Daily communication with customers occurs in person and by phone, including coordination with outside providers, social workers, and community agencies to help customers access appropriate services.
This position manages program budgets, prepares financial reports, justifies expenditures, and forecasts future financial needs. It plays a critical role in maintaining quality standards through observation, chart audits, and regular policy review. The employee contributes to staff hiring, orientation, and ongoing training, and mentors team members to support professional development. In public health emergencies, this position participates in planning and response activities, which may require flexible scheduling. Ongoing professional growth through training, meetings, and community engagement is expected to support high-quality services and improve public health outcomes for the population served.
Minimum Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Master’s in Nursing and three years of Public Health nursing experience (including one year of experience in a supervisory capacity); or graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and four years of Public Health nursing experience (including one year of experience in a supervisory capacity); or a Master’s in Public Health and graduation from a school of professional nursing and three years of Public Health Nursing experience (including one year of experience in a supervisory capacity); or graduation from a school of professional nursing and five years of professional nursing experience four of which must have been in Public Health (including one year of experience in a supervisory capacity); or an equivalent combination of training and experience.
NECESSARY SPECIAL QUALIFICATIONS: A current license to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing. Valid N.C. driver's license and have access to a personal vehicle.
PREFERRED QUALIFICATIONS: Fluent in both Spanish and English both oral and written.

Considerable knowledge and skill in the administration and organization of a public health program; considerable knowledge of public health nursing supervision of staff and programs; considerable knowledge of the resources and organizations concerned with public health work in North Carolina, and current social and economic problems pertaining to public health; general knowledge of public health administration on the local level; general knowledge of educational methods and training techniques; working knowledge of State and federal laws relating to public health. Ability to plan, coordinate, and supervise the work of others and to present findings, comments, and opinions clearly and concisely in oral and/or written form; ability to exercise good judgment in appraising situations and making decisions; ability to plan and execute work effectively and to deal tactfully with the public and other health professionals.

ESSENTIAL PHYSICAL ABILITIES: Medium type work (exerting up to 50 lbs. of force) with physical abilities that include: climbing, kneeling, crouching, reaching, standing (for sustained periods of time), walking, pushing, pulling, lifting, fingering, grasping, feeling, talking and hearing. Subject to repetitive motion of the wrist, hands, or fingers. Require close visual acuity for job duties such as transcription, extensive reading, operating computer terminal and measurement devices; and ability to work outside and inside extreme environmental conditions. May be exposed to blood or body fluids in performance of job duties.
