About the Role:
The primary function of this position is the development, implementation and monitoring of operating budgets for all sections of WTD.  This will be provided through financial and trend analysis, communication with WTD's leadership team, utilization of current financial systems, awareness of the King County's, DNRP's, and WTD's mission, vision, values and goals and use of continuous improvement tools.

About the Team:
This position is within WTD’s Finance and Administration(F&A)Section, which serves the essential role of ensuring that financial resources are in place to fund the Division’s priorities and decision-making is well-informed regarding financial risk, optimization trade-offs, financial equity, and compliance. In managing WTD’s large portfolio of financial activities and processes, F&A performs numerous functions including rate-setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. Position Duties

What You Will Be Doing:

  • Develop the biennial operating budget, staffing projections, sewer rate add packages and fund reallocations for all sections of Wastewater Treatment Division.
  • Monitor operating budgets. Prepare trend analysis of major expenses (including position management), report significant variances and recommend potential mitigating action for management.  Report budget status to and facilitate meetings with section managers, assistant managers and supervisors monthly.
  • Monitor utilities, chemical procurements, service contracts, receipts and payments under specific service contracts, and purchase orders, based on specific requirements for each section within WTD, as required.  Follow up on issues as necessary.
  • Lead special projects and analysis including reorganizations, cost containments, cost allocations and other management analyzes of consequence to the organization.
  • Develop recommendations for financial, operational and policy decisions

Minimum Qualifications

Qualifications Your Bring:

  • Experience in public sector budgeting, finance, and managerial and financial accounting.
  • Experience in researching, analyzing and interpreting financial information.
  • Experience in budget and financial information systems.
  • Skill in oral and written communications, including public speaking, detailed report writing, and facilitating meetings.
  • Knowledge of current standards and developing trends in public sector budgeting, managerial and financial accounting, including GAAP and GASB.
  • Skill in time management and project management.
  • Skill in working on several projects simultaneously.

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically once a quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.

  • Work Schedule: This full-time position works a 40-hour work week, Monday-Friday, with occasional evenings and weekends to meet business needs.  This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. 

  • Union Representation: This position is represented by Teamsters Local 117.


NOTE: Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund.
