About the Department

POSITION SUMMARY:

An employee in this position performs administrative and manual work related to the acceptance, preservation, safeguarding, and disposition of found, recovered, or evidentiary property in accordance with law and Department policy and procedures for the Office of the Sheriff of Harnett County.

Position Duties

ESSENTIAL FUNCTIONS OF THE POSITION:
            

  • Supervises the day-to-day operations of the evidence room and assigned staff.
  • Receives, reviews, catalogs, labels, tags, marks, packages, documents, and stores submitted property and evidence.
  • Safeguards integrity of chain-of-custody.
  • Ensures hazardous materials in evidence are appropriately handled, identified, contained, stored, transported, tested, and disposed of according to law. 
  • Testifies in court as required by subpoena.
  • Attends court hearings when requested by the judge in DVPO cases. 
  • Releases evidentiary items to authorized law enforcement personnel. 
  • Releases property/evidence to owner of item when authorized by law enforcement personnel, District Attorney request, or court order. 
  • Prepares items to be sent to lab after the case agent completes request. 
  • Conducts an annual inventory of the property and evidence room/storage locations to ensure the safeguarding of and accurate accounting of all items currently stored.
  • Maintains a record of all cases that have been previously disposed of.
  • Maintains a clean and orderly storage facility. 
  • Ensures all property and evidence and storage area meets CALEA standards. 
  • Operates computer; accesses information regarding case dispositions and other related information involving the proper disposition of property and evidence. 
  • Researches cases and prepares court orders for all evidence/property of cases that have been disposed of and delivered to the District Attorney’s office. 
  • Coordinates the disposal of unclaimed property, narcotics, weapons, explosives, and hazardous materials as required by Department policy and state/federal law. 
  • Completes firearm traces through the national system to determine purchaser of the firearm. 
  • Completes criminal record searches of individuals to determine if they are eligible to possess a firearm. 
  • Assists in locating the owner of property/evidence. 
  • Reviews incident and arrest reports.
  • Provides high quality customer service. 
  • Answers telephone calls and instructs callers of appropriate steps that need to be taken to retrieve their property and evidence; directs callers to the appropriate department or employee. 
  • Creates forms, spreadsheets, and other documents. 
  • Provides training to the deputies packaging and labeling of evidence. 
  • Keeps record of all towed vehicles and tow bills associated with the vehicles; ensures all tow bills are paid before the vehicles are released. 
  • Prepares and conducts trade/auctions for disposed property. 
  • Provides data entry and general clerical support including copying and filing. 
  • Orders supplies needed for evidence and CSI; ensures the evidence supply closet is stocked. 
  • Delivers seized money to the Finance Department when applicable. 
  • Provides a brief overview of the daily routine, duties, and responsibilities of this position to the public during tours. 
  • Stays abreast of local, state and federal law involving property and evidence handling. 
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • High school diploma or equivalent;
  • Three (3) years of related work experience;
  • Or equivalent education and/or experience;
  • Possession of a DCI Certification desired;
  • Possession of a IAPE Certification desired; 
  • Possession of a Narcan Certification desired; and
  • Enrollment as a NCAPE or IAPE member desired.
 
KNOWLEDGE, SKILLS, and ABILITIES: 

  • Knowledge of basic firearm safety and operation. 
  • Knowledge of mechanical elements and operation of a vehicle.
  • Knowledge of blood borne pathogens and hazardous materials. 
  • Knowledge of chain of custody requirements for evidence.
  • Skill in delivering customer service.
  • Skill in communicating, both verbally and in writing.
  • Skill in organizing.
  • Ability to follow procedures.
  • Ability to work well with others.

Other Qualifications

PHYSICAL DEMANDS:

Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects.  This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking.  An incumbent must also possess the visual acuity to analyze data, work with color, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect for defects.

WORK ENVIRONMENT:
            
The employee works in the evidence room and is subject to hazards caused by hazardous materials kept for evidence and, if not properly handled/contained/stored/transported/disposed of, could create harm to self and others.
