What does this role look like?
Lockheed Martin is looking for a dynamic, hardworking project and capture manager to support the FBM Program. This position will report to the FBM Propulsion, Structures, Ordnance, and Controls (PSOC) Sustainment Contracts Program Manager and will directly support the D5 Life Extension (D5LE) program leadership team integrating within the larger Integrated Product Team (IPT). This position will be located in Denver, CO.
In this role will offer you the following daily key responsibilities:
As the FBM PSOC Sustainment Programs Strategic Planning Lead, you will develop, coordinate, integrate and execute all PSOC Sustainment contract strategic planning efforts with three primary areas of responsibility:
Execution of annual proposals at roughly $400M of scope. This includes partnering with the FBM Proposal, Finance and Hardware IPT to bid all scope in alignment with critical contracting and Navy requirements for quality and schedule.
This role will establish business rhythms, program metrics and tracking, have process ownership, generate and approve proposal artifact, integrate across all PSOC organizations and leadership, and negotiate with our Navy customer as the PSOC Sustainment annual proposal capture manager. This role will drive proposal accuracy and ensure credible justifications, supplier assessments, and consistency across PSOC artifacts.
Establish, communicate and gain alignment across LM and the Navy for projected future proposal scope (within next 10 years) based on technical innovation implementation, obsolescence mitigations, facility capacity growth, or other key mission enablers within the PSOC Sustainment contract domain. Support Navy “What-if” assessments and planning exercises and build strong relationships with our Navy counterparts to propose solutions to help them achieve mission objectives.
Develop the PSOC Sustainment long range plan and forecast to support establishment of funding wedges for LM and Navy budgetary planning (10+ year out). Develop and maintain a funding cost model spanning the program of record, currently until 2084.
To be successful, you will work closely with a multifunctional team to drive exceptional performance, partnering and collaborating with other Program Leaders, CPEs, Suppliers and IPTs to ensure understanding of expectations and deliverables. You will need to integrate with program strategic initiatives and drive alignment, communications, and performance of our proposal and strategic planning domain across LM, Supplier, and Navy partners to ensure a continued credible and reliable deterrent for decades to come.
Basic Qualifications
• 10+ years of professional experience,
• Bachelor’s degree from an accredited college in an applicable degree, or equivalent experience/combined education,
• Demonstrated experience leading project teams,
• Demonstrated experience in proposal capture management including development of basis of estimates, statements of work, proposal fact finding, and negotiations,
• Knowledge of program management, finance, planning, contracts, Earned Value Management (EVM), and risk/opportunity management,
• You will need to be a US Citizen, and be able to obtain and maintain a US DoD TOP SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

• 14+ years or more of professional experience,
• US Navy Strategic Systems and/or Missile/Space Weapons Systems Experience
• Ability to absorb extensive technical, financial and schedule data to support programmatic decisions, effectively lead a team or project, or develop and execute strategic initiatives.
• Ability to effectively translate proposal scope and negotiated pricing into an executable earned value performance baseline.
• Demonstrated ability to build and maintain strong cross-organization relationships.
• Excellent communication, presentation, and interpersonal skills with technical and non-technical audiences.
• Proven self-starter with demonstrated capability to proactively work through difficult project and resource challenges to deliver results.
• Active Top Secret Security Clearance
