We are a close team of 12 IT professionals who take pride in delivering exceptional customer service to all departments across the City of Albany, Oregon. There is a tremendous amount of variety in our work, and each day is different than the last.
A typical day in this role involves triaging helpdesk tickets, administering org-wide systems including Laserfiche and M365, and managing department-specific platforms such as CAD/RMS or Accela. You'll take full ownership of various systems and processes, ensuring they run smoothly, securely, and efficiently. With ~450 users, you will be supporting people and systems across all City departments and facilities.

We'd like to fill one IT System Administrator position to address our immediate need. Position Duties
Provides information systems hardware, software, and network connectivity support to City employees; participates and implements software/hardware projects for various departments and administers computer systems and applications to enable users to maximize productivity. This position also serves as part of a team for network, server, and system installation and maintenance as well as server and client software; provides helpdesk support; and performs related work as required.

- Assures efficient installation and operation of IT client/server hardware, software, and associated systems, and VMware infrastructure.
- Maintains effective expertise necessary to evaluate IT requirements and opportunities for improvements and make appropriate recommendations.
- Performs daily system monitoring, verifying the integrity, security, completion of scheduled jobs and availability of servers under your responsibility and proper disposition of server critical issues.
- Installs new and rebuilds existing Windows and Linux servers and configures hardware, peripherals, services, settings, directories, storage, etc. in accordance with industry and City standards, project, and operational requirements.
- Applies OS patches and upgrades on a regular basis and upgrades administrative tools and utilities.
- Performs ongoing performance tuning, troubleshooting, and resources optimization as required.
- Ensures that new software integration into City systems meets functional requirements, system compliance, cybersecurity and regulatory requirements, interface specifications and fulfills end-user requirements.
- Collaborates with system owners in the testing of new or existing software programs and applications.
- Identifies and resolves systems issues and works with vendor support for prompt rectification of any problems or emergencies.
- Researches and recommends innovative, and where possible automated approaches for system administration tasks.
- Acts as a member of the helpdesk team and performs helpdesk ticket lifecycle management.
- Maintains and creates documentation of processes, and troubleshooting procedures, records work performed during calls, and manages systems inventory.
- Performs Active Directory and Group Policy administration; creates, changes, and deletes user accounts as requested.
- Relocates PCs and associated peripherals at user’s request.
- Installs, delivers, and sets up new PCs and servers with operating system, applications, peripheral hardware drivers and associated software.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.

POSITION JOB TASKS AND RESPONSIBILITIES
The following duties of this classification are intended only as illustrative examples of the various types of work that may be performed by individuals in this position.
Information Technology (Citywide)
- Adds/removes users, sets/resets passwords in active directory.
- Administers the: City’s email system including webmail and spam filtering; City’s document imaging/management systems (Laserfiche): IT department Help Desk application (Help Desk Authority); and other City applications as assigned and maintains the expertise necessary to manage them.
- Provides administrative support for SharePoint; including but not limited to security and maintenance tasks.
- Provides server and application administration, which includes server upgrades, installation of patches and security updates.
- Configures and manages software to deploy applications, install printers, assign drive mappings and other system administrative tasks as necessary to support our customers.
- Ensures that all assigned servers are covered under vendor maintenance and support contracts, if applicable.
- Enter calls into the Help Desk application system from information gleaned from customers over the phone, in person, via email, voice mail or data entered by the customer directly into the Help Desk System.
- Resolves Help Desk calls when possible or assign Help Desk calls to appropriate IT staff members.
- Assists staff in the diagnosis and solution of computer software and equipment problems.
- Participates in the design and planning of infrastructure to support new applications and technology.
- Troubleshoots PC and peripheral hardware, software and network connectivity issues reported by users.
- Prepares progress reports to inform management of project status and deviation from goals.
- Furnishes periodic updates on system/application problems and their solutions, as well as assisting in forecasts of future utilization and equipment requirements.
- Organizes, coordinates, and performs tasks of hardware and/or software implementation projects.
- Plans and coordinates the provisioning of user applications and systems necessary for business operations.
- Evaluates, installs, configures, and deploys new applications, and/or enhancements to existing applications throughout the enterprise.
- Provides on-site hardware, software, network, and end-user support to the Albany Police Department with exposure to law enforcement materials of a highly sensitive and confidential nature.
Library
- Plans, analyzes, recommends, installs, and may support the City’s network and computer systems including but not limited to: servers, routers, switches, firewalls, data and voice communication lines, operating systems, administrative, and other types of software and/or applications.
- Maintains public access computers and related systems.
- Maintains and supports the Integrated Library System (ILS) and web catalog.
- Maintains and supports the Automated Materials Handling (AMH) system, self-checks, and RFID equipment.
- Maintains and supports barcode scanners, audio equipment (public address system, portable recorder, etc.), and video equipment (projectors, screens, signal distribution, etc.)
- Provides server and application administration, which includes server upgrades, installation of patches and security updates.
- Coordinates automation issues handling w/vendor support services.
- Composes repeating and custom staff reports; manage statistics gathering for automation system.
- Designs, writes, and maintains time-saving scripts and processes for handling recurring tasks.
- Participates in the design and planning of infrastructure to support new applications and technology.
- Troubleshoots PC and peripheral hardware, software and network connectivity issues reported by users.
- Assists Library Director with replacement schedules and budgeting for IT-related equipment.
- Prepares progress reports to inform management of project status and deviation from goals.
- Furnishes periodic updates on system/application problems and their solutions, as well as assisting in forecasts of future utilization and equipment requirements.
- Processes software and equipment purchases for users.
- Organizes, coordinates, and performs tasks of hardware and/or software implementation projects.
- Ensures all assigned servers are covered under vendor maintenance and support contracts, if applicable.
Minimum Qualifications
Works under the general guidance and direction of the Information Technology Project Manager.
This is a non-supervisory position. Lead work/coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.Other Qualifications
Education and Experience:
An associate degree with a major in computer science or a closely related field,
and
a minimum of five years of experience as a System Administrator,
and
three years as an IT Technician;
or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Special Requirements:
For all individuals in this classification:
- Must successfully pass a comprehensive background investigation, including criminal history check, and integrity interview that establishes strong moral character. Any conduct that could compromise the integrity of the applicant, coworkers, the City of Albany, or the City's cybersecurity insurance rating will be closely evaluated. Felony convictions and disqualifying criminal histories are not allowed.
- Possession of or ability to obtain High Voltage Environment (HVE) certification within one year of job placement. The City will facilitate this certification, if assigned.
- Possession of Microsoft Certified Professional (MCP), Microsoft Certified Solutions Expert (MCSE), and/or Cisco Certified Network Associate (CCNA) desirable.
- Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City’s driving standards.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
Additional requirements for individuals in a Citywide assignment:
- Possession of or ability to obtain Criminal Justice Information Services (CJIS) level 4 certification at the time of job placement. The City will facilitate this certification.
- Possession of or ability to obtain Law Enforcement Data System (LEDS) certification within 60 days at the time of job placement. The City will facilitate this certification.
Knowledge, Skills, and Abilities:
Knowledge of: working and troubleshooting techniques for Windows and Linux operating systems (operations, installation, and administration), Windows domain administration basic networking concepts and connectivity requirements, common scripting languages and techniques, computer and peripheral hardware.
Skill in: the operation of standard office equipment, including copy and fax machines, multi-line telephone; operating computers for data entry, word processing, presentation software, and spreadsheet programs; supporting video, communication infrastructures; install and troubleshoot computer systems.
Ability to: prepare, analyze and evaluate data, formulate proposals, and implement information system plans; organize and prioritize tasks and assignments; install and troubleshoot information and network systems; establish and maintain effective working relationships with employees, other departments, vendors, and the public in writing, verbally, and electronic communication; communicate technical and security related information to both technical and non-technical staff; interpret descriptions of technology problems and make appropriate diagnosis; provide training on the use of computers, systems, and software programs. For individuals assigned to the police department (Citywide assignment), the ability to maintain a high degree of professionalism and sensitivity to confidential matters and to work effectively in a law enforcement environment is required.
WORK ENVIRONMENT
In the performance of the job duties, the employee will be working in an office environment under usual office working conditions. Work may also be performed in meeting settings in offices, conference rooms, and public spaces. The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. Travel is normally limited to various city work sites. This position may be required to work evenings and weekends.
