The City of Portland Bureau of Environmental Services (BES) is seeking a Resource Recovery Program Manager (Analyst IV) to plan, organize, and direct the development, implementation, and administration of the existing biosolids and renewable natural gas (RNG) programs, while helping to deliver the future organic waste receiving facility and water reuse project.
POSITION SUMMARY
The Resource Recovery Program manages the beneficial reuse of biosolids, biogas, and reused water delivered through and/or produced by the City of Portland’s treatment facility infrastructure. The Resource Recovery Manager position plans, organizes, manages and directs the development, implementation and administration of both the biosolids and biogas management programs; plans and monitors performance against program goals and objectives and assures program results; ensures compliance with federal and state biosolids and solid waste laws and regulations (monitoring, reporting, record keeping); manages more than a dozen contracts and service agreements (with total annual expenditures and/or revenues of $6 - 16 million dollars) for the hauling, reuse, and/or disposal of biosolids and treatment, delivery and sales of biogas.
The position will also take the lead and develop emerging resource recovery program elements, e.g., meeting the 6-8 million gallon per day (mgd) plant water needs. The manager will engage with stakeholders/partners to identify, develop, and incorporate new digester feed stock, in terms of adding fats, oils, and greases, food waste, brewery waste, or other opportunities to increase gas production. Additionally, the position will have leadership roles in energy management and innovation on other resource recovery initiatives. The position will initially have 3 direct reports, and as the program matures, will work to identify additional position needs to conduct work, manage contracts, and increase resource recovery initiatives to support the program.

The City of Portland’s Bureau of Environmental Services (BES) is a leader in utility management and environmental stewardship. The Operations and Maintenance Group (O&MG) is an organizational unit within BES. Our assets include two large wastewater treatment plants, 98 pumping stations, 3000 miles of pipes. 50,000 sewer maintenance holes and thousands of ‘green’ stormwater conveyance and treatment assets. The Bureau employs more than 700 talented professionals working to protect public health and the environment.

This opening is an opportunity to join an exciting team, an emerging field of work at the largest sewer utility and wastewater treatment plant in the State of Oregon. The mission of the O&MG is to protect public health and the environment by operating and maintaining wastewater and stormwater collection, pumping, and treatment facilities and managing related programs responsibly and efficiently, which assures compliance with applicable permits, regulations, contracts, and other commitments.
Among the many responsibilities of the O&MG is managing the operation, maintenance, and administration of the Columbia Boulevard Wastewater Treatment Plant (CBWTP). Wastewater treatment plants in this era are water resource recovery facilities. Management of recovered resources requires innovation, planning, oversight, contract development, record-keeping, partnering, relationship-building, communication, and coordination. Management includes the art and effort of gaining/employing talented people to deliver the level of service and measure the desired performance necessary to comply with regulatory requirements and other resource recovery objectives. The O&MG is innovative and committed to investments in energy conservation, energy production, biosolids beneficial reuse, water reuse, and digester (biogas) utilization.
What you’ll get to do:
- Leadership, Management Program Development, Planning and Administration
The Resource Recovery Manager will manage, coordinate, measure, track and optimize the management delivery and records for biosolids and biogas and manage multiple budgets while maximizing the potential of biogas revenue annually. The manager does this through negotiating and managing agreements, collaborating on operation and maintenance strategies, contract development and management, and collaboration with engineering on existing and emerging technology for biogas and biosolids treatment. Evaluates social & economic value of current and alternative biogas management options, obtains continuing education to maintain knowledge base of current and emerging issues, technologies, and biogas management strategies, maintains professional association with peers, educators and others in the utility, energy and/or engineering community for continued program support. Consults with City attorney’s office on legal aspects of the biosolids program (contracts, lease agreements, etc). Tracks program related performance measures.
- Records collection, management and reporting
Develops, composes and directs the preparation of required regulatory reports and permit documents to EPA and DEQ. (i.e. DEQ Biosolids Management Plan and Annual Report, Land Application Plans, EPA Program Activities Report, Special Waste permit for sanitary residuals disposal, Alternative Daily Cover permits for stormwater residuals reuse,).
- Contract Management
Oversees actively managed contracts & service agreements covering multiple bureaus, groups, divisions, and workgroups. Prepares council documents (ordinance and contract), develops and updates contractor work plans, directs contractor and assigned city staff, approves invoice reporting and contract management on related projects
- Program and related Capital Project Financial Planning
Looking 5-10 years out and beyond will be essential for this resource recovery program.
- Recruitment, marketing, and partnership development
A basis for the program will be to get more RNG users in the City of Portland, the urban region and the State of Oregon (rather than sales going out of state).

Position Duties

An ideal candidate will demonstrate through direct or transferable experience:
- Two-year degree in one of the above areas of study and 10 years of related management experience.
- Four-year degree in Business, Public Administration, Engineering, Environmental Science, or a field of study related to this work with 8 years of professional experience in water resource recovery, wastewater treatment, environmental protection, or an equivalent combination of training and experience, including 4 years of supervisory and management level work. or;
- Master’s degree in Business, Public Administration, Engineering, Environmental Science, or a field of study related to this work with 4 years of professional experience in water resource recovery, wastewater treatment, environmental protection; or an equivalent combination of training and experience, including 2 years of supervisory and management level work. or;
