Our ambition is to improve quality of life in Torbay through the development of culture and heritage. Thanks to investment from the National Lottery Heritage Fund, we can make a major step forward with this programme of work. Torbay Council has entered into a new 10-year partnership with the Heritage Fund to support heritage within the bay and to deliver the aims of the Torbay Heritage Strategy which includes the effective management, celebration and promotion of the local historic environment.

This role is a temporary contract for two years with a view to extension. The successful candidate will lead on the delivery of a number of projects seeking to improve the condition and management of the historic environment within the Bay and will be a key post within the Heritage & Design Team. It will play a vital role in the delivery of the Torbay Heritage Strategy and Torbay Heritage Place Programme.

This position is for a fixed term of 24 months from the start date.

Skills

Essential:
  • Self-motivated, productive, dynamic and innovative. 
  • Report preparation skills.

This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Knowledge

Essential:
  • Specialist knowledge of historic building conservation. 
  • Working knowledge of all relevant planning and heritage legislation and national policies and guidance. 
  • Property Management. 
  • Statutory issues that may be affected, or that may affect a development project. 

Experience & Qualifications

Essential:
  • Experience of applying for, managing and reporting on heritage-related management and enhancement schemes. 
  • A working knowledge and understanding of planning, including listed building legislation, policy guidance and circulars and the ability to apply that knowledge to conservation matters. 
  • Understanding of current conservation techniques and best practice. 
  • Degree or diploma in Building Surveying or a related discipline or significant relevant experience. 
  • Membership or working towards a conservation accreditation such as the IHBC, CIOB or RICS.
