 Senior Community Development Analyst

About the Job: In this position, you will play a key role in managing complex, high-impact projects that improve the quality of life in the City. The role is focused on community initiatives that involve collaboration with residents, local and regional partners, and requires strong analytical and project management skills and experience..

Job Type: Full-time. This is a grant-funded position. Current grant funding for this position runs through March 2026. Follow-up grant funding is possible.

As a Senior Community Development Analyst, you will:

  • Manage the day-to-day administration of programs, ensuring compliance with federal grant guidelines or other agreements, and the effective implementation of community strategies; Review and administer grants, contracts, and agreements.
  • Serve as a project manager for community projects, including planning, coordination, tracking timelines, overseeing budgets and ensuring alignment with community development goals and regulatory requirements.
  • Conduct research and community needs assessments to inform new programs or program improvements. 
  • Implement pilot programs and evaluate impact using clear metrics aligned with public benefit.
  • Facilitate problem-solving collaborations.
  • Support the identification of new grant funding opportunities to expand programs and act as the lead administrator for newly launched programs.
  • Provide recommendations for the prioritization of funding for a variety of activities including housing, public facilities, and community programs.
  • Collect and analyze data to identify trends and support decision-making processes related to community projects and programs, and prepare spending recommendations.
  • Track progress and assist with problem-solving between City  teams and external partners; 
  • Lead the development of surveys, dashboards, and reports.

Knowledge, Skills, and Abilities:

  • Proficient in research, statistical analysis, and report preparation.
  • Skilled in interpreting and ensuring compliance with federal, state, and local laws, policies, and regulations.
  • Skilled in project management including planning, executing, and evaluating multi-stakeholder initiatives.
  • Adept at creating clear graphics and reports to present findings.
  • Knowledge of and experience with quality improvement methods for evaluating and enhancing programs.
  • Strong independent thinking with the ability to express viewpoints professionally.
  • Excellent organizational skills with the ability to manage tasks, meet deadlines, and prioritize effectively in a dynamic environment.
  • Strong interpersonal and communication skills.

Position Duties

  • Bachelor’s degree from an accredited college or university with major coursework in a related area of study. 
  • Five years of full-time, professional experience in housing, community development, planning, compliance, grant or contract administration.

  • In-depth knowledge of HUD HOME and CDBG programs
  • Project management experience
