About the Department

The Maryland-National Capital Park and Planning Commission (M-NCPPC) Prince George’s County Department of Parks and Recreation is a well-respected leader in the field with an unprecedented six national gold medals for excellence in parks and recreation management. 

The Youth and Countywide Sports Division (YCSD) focuses on providing athletic opportunities for county residents and will become a one stop shop for all youth sports programs in the county. One of the main goals of YCSD is to provide a seamless sports experience for kids, parents, and coaches who are seeking an opportunity to play or coach. YCSD offers sports programs and specialty events for residents of all ages and skill levels. YCSD is dedicated to creating healthy communities through people, parks, and programs by offering family-oriented and culturally informed sports programs in addition to educational opportunities that will work together to improve the quality of life for all Prince George's County residents. 

We are seeking an Assistant Chief to support the Division Chief in leading the Youth and Countywide Sports Division within the Department of Parks and Recreation. YCSD includes two major services and programs: Countywide youth and adult sports, and the use of athletic fields. The Assistant Chief will oversee the Countywide youth and adult sports program and the use of athletic field services.   

Position Duties

  • Developing, recommending, and implementing goals and objectives for Countywide youth and adult sports and athletic field use 
  • Working with internal and external stakeholders in developing program and service priorities
  • Developing specifications for bid documents for the hiring of consultants and contractors. 
  • Assist Division Chief and Department Leadership to provide strategic vision to Consultants and Prince George’s County stakeholders to deliver a comprehensive youth sports model that benefits youths.       
  • Assist the Division Chief in preparing executive summaries for the Youth and Countywide Sports Division.  
  • Maintains knowledge of and evaluates new methods, best practices, equipment, and technology through review of technical literature, attendance at professional seminars and conferences, and informal exchanges of professional information.
  • Provides leadership to career, contract, and seasonal employees
  • Manages effective teams and work groups to position this work program for success
  • Responsible for Employee Lifecycle i.e. engagement, recruitment, onboarding, retention, development, and separation.   
  • Serves as a Coach and a Mentor for all direct reports
  • Prepares and manages Division budget 
  • Controls expenditures in accordance with approved budget
  • Maintains records of revenues and expenditures, inventory of supplies and equipment and memberships and program participants 
  • Coordinates daily, monthly and annual reports
  • Acts in the absence of the Division Chief

Minimum Qualifications

  1. Bachelor's Degree in Parks, Recreation, Public Administration, Landscape Architecture, Natural Sciences or any related field. 
  2. Six (6) years of experience in Park or Public Administration, Landscape Architecture, or natural sciences that includes varied park administration/management experience and two (2) years of supervisory experience that relates to functional area of assignment (e.g., recreation and leisure services, park enterprise, interpretation and conservation, horticulture and forestry, maintenance and development, or engineering/architecture/landscape architecture).
  3. An equivalent combination of education and experience may be substituted, which together total ten (10) years. 
  4. Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
