Responsibilities:The Program Manager for the CODIS unit provides leadership, oversight, and expertise in managing contractor personnel and SAFe Agile processes. This role ensures alignment with best practices, continuous production of customer value, and delivery of cutting-edge technology and support to the forensic DNA community. The position requires strong program management, SAFe implementation, configuration management, and quality assurance skills. The Program Manger will:
- Oversee and manage all contractor personnel performing under the assigned contract.
- Provide contract program control and develop staffing plans that meet overall contractual requirements.
- Ensure program schedules, performance benchmarks, and deliverables are achieved in line with customer expectations.
- Monitor compliance with FBI policies, ensuring both Government information and property are used appropriately.
- Maintain full staffing capacity, proactively filling any vacancies with qualified candidates as required.
- Manage all contract administration activities, including deliverable management, FTEs, badging, training, and debriefs.
- Support the creation, modification, and documentation of programmatic documentation (e.g., transition plans, concepts of operations, project management plans).
- Collaborate with Government personnel to ensure all development systems and assets are FBI owned or maintained.
- Support the creation and adherence to the SAFe implementation roadmap for the CODIS program.
- Support adherence to DevSecOps processes, continuous delivery pipelines, and test-first best practices.
- Active Secret Clearance (U.S. Citizenship Required for the purposes of obtaining/holding a U.S. security clearance)
- 10 years of project management experience
- Demonstrated experience managing a team of 50 or more personnel.
- Demonstrated leadership in managing multi-disciplinary teams and complex technology projects.
- Ability to obtain and maintain necessary security clearance (FBI clearance preferred).
- Excellent written, verbal, and interpersonal coordination skills.
