About the Department

The Purchasing Manager is responsible for administering citywide procurement activities related to the purchase of capital equipment, goods, and services to support the city’s operations. The incumbent provides highly responsible professional managerial work in planning and directing all purchasing activities of the city and supervises subordinate personnel.

Position Duties

  • Directs and coordinates the day-to-day activities of the city’s purchasing function, including preparation/issuance of procurement documents, award/administration of contracts, oversees the purchasing and management of surplus materials.
  • Provides oversight for municipal bid processes.
  • Prepares purchasing specifications, requests for proposals, invitations for bid, and agenda requests to the city council.
  • Determines the most cost-effective method of purchase for the procurement of all city goods and services.
  • Conducts pre-bid conferences; coordinates the public opening of bids and proposals.
  • Participates in bid/vendor evaluation committees, including preparation of evaluation documents; supervises the analysis of bids; determines appropriate suppliers.
  • Develops, implements, administers, and reviews the city’s purchasing policies, procedures, methods, and records; monitors and ensures the city’s compliance with applicable rules and regulations governing municipal purchasing activities.
  • Reviews, executes, and administers all contracts prepared by city departments.
  • Monitors current contracts to ensure terms, billing, and service are in compliance with original agreements and corrects problems as needed.
  • Consults with department heads regarding purchasing matters; defines specific items and/or services required with reference to quality, quantity, and availability; plans for future purchases of equipment and supplies.
  • Arranges for disposal of surplus equipment and materials in accordance with Texas laws and regulations.
  • Manages the municipal purchasing process and assigned budget.
  • Communicates with city departments, vendors, and the public to exchange purchasing information and/or explain the city’s procurement policies, procedures, and programs.
  • Supervises the analysis of purchase requisitions; reviews and approves requisitions and purchase orders.
  • Monitors federal grant funding and reporting as necessary.
  • Responsible for coordinating and administering the Purchase Card (P-card) program and ensures compliance of purchases.
  • Assists departments with preparation of agenda items on an as needed basis.
  • Attends council meetings, board meetings, and other meetings on an as needed basis.
  • Performs other related job duties as assigned.  

Minimum Qualifications

Education and Experience:

  • Bachelor’s degree in Public Administration, Business Administration, or related field is preferred; and 2+ years of experience in municipal purchasing operations.
Special Qualifications:
  • Valid State of Texas driver's license required. 
  • Preferred Procurement certification such as Certified Professional Public Buyer (CPPB), Certified Texas Contract Manager (CTCM), and Certified Texas Contract Developer (CTCD). If none, must obtain within six months of employment.

Other Qualifications

  • Knowledge of department policies, practices, and procedures.
  • Skill in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and/or accounting purposes.
  • Ability to interpret and apply regulations governing municipal purchasing activities.
  • Ability to comprehend, review, and/or prepare procurement documents, requisitions, purchase orders, and contracts.
  • Ability to resolve conflict fairly and effectively.
  • Ability to maintain positive working relationships with city departments and personnel, outside agencies, vendors, contractors, and the general public.
  • Ability to organize and communicate effectively.
  • Ability to analyze bids and determine appropriate suppliers; make independent decisions in conformance with applicable laws, rules, and regulations; resolve vendor disputes.
  • Ability to provide exceptional customer service and communicate effectively in a respectful and courteous manner.
