PCSI is seeking a detail-oriented Contract Property Administrator to ensure compliance with government property regulations, contract provisions, and company policies. The Property Administrator oversees the receipt, utilization, maintenance, and disposition of Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) under PCSI's total facility maintenance contract with the US Army on Fort Sill. This position plays a critical role in safeguarding government assets and supporting operational excellence at our Fort Sill site.

We are looking for someone with experience in federal contract support and a strong understanding of government property administration. Typical hours are Monday-Friday, 7:30am-4:00pm.

What You'll Do as Contract Property Administrator:

  • Serve as the designated Property Administrator (PA) for assigned contracts, ensuring compliance with FAR 52.245-1 and DFARS clauses.
  • Review and approve contractors’ property control procedures and systems.
  • Conduct risk assessments and Property Management System Analyses (PMSAs), including standard and limited reviews.
  • Monitor acquisition, receipt, records management, utilization, maintenance, storage, movement, physical inventory, and final disposition of property.
  • Ensure accurate identification and tagging of government property using the DoD Item Unique Identification Registry (IUID) as required.
  • Collaborate with subcontractors to ensure GFP/CAP flow-down compliance.
  • Maintain contract property records, audits, PMSA documentation, and Business System Analysis Summaries (BSAS).
  • Report property losses in compliance with DFARS 252.245-7002 and evaluate contractor liability when applicable.
  • Support contract close-out procedures through inventory reconciliation and disposition planning.
  • Act as a liaison between contracting officers, internal departments (procurement, warehousing, operations), and government agencies.
  • Issue corrective action requests and monitor remediation efforts.
  • Participate in property system planning discussions and support government audits and inspections.
  • Position includes administrative functions, not limited to submittals of Contract Compliance, inventories, and budget management.

What You'll Need:

  • High school diploma or GED required.
  • 5+ years of experience in government property administration or federal contract support.
  • Proficiency with government property management systems (e.g., PCARSS, WAWF, GFP Module, PIEE, GARMY, AESIP) preferred.

Knowledge, Skills and Abilities:

  • Strong organizational skills and attention to detail.
  • Demonstrated ability for long-term planning.
  • Demonstrated ability to perform multiple assignments concurrently.
  • Excellent written and verbal communication skills.

Other Requirements:

  • Ability to pass credit, criminal, drug, and driving screening.
  • Possess valid driver’s license and maintain good driving record.
  • Occasional travel for training or audits.
  • Ability to regularly move around areas of the work site, including warehouses, storage yards, and field environments.
