About the Department

Dependent upon classification level, (Staff Trainer I) under immediate supervision, (Staff Trainer II) under general direction, plans, analyzes, develops, conducts and evaluates induction and in-service training programs; plans, organizes and monitors the work of program trainees; consults with departmental staff on training needs; develops and conducts specialized training as requested by division managers, and performs other duties as assigned.

The Staff Trainer I/II classification series requires in-depth knowledge of public assistance programs in addition to the ability to perform all of the functions associated with supervising a unit of trainees. 

The Staff Trainer I is the entry and first working level of the Staff Trainer classification series.  Employees in this classification initially work under immediate supervision or perform the least complex assignments.  As skill and expertise are developed, employees are expected to work with greater independence performing the broader range of duties in order to promote to the journey level classification under the county's flexible staffing policy.  Employees at this level should possess significant knowledge of department specific programs in addition to supervisory skills.

The Staff Trainer I differs from the Eligibility Supervisor in that the former researches and assists in the development and presentation of training of staff.

The Staff Trainer II classification is the full journey level classification in the Staff Trainer series.  Incumbents at this level function, and are responsible to, independently coordinate, develop and present training for one or more public assistance programs and possess full supervisory skills.  Staff Trainer II is distinguished from the Staff Trainer I in that the former performs the full range of duties and has demonstrated the minimum standards of the higher level classification.

The Staff Trainer II is distinguished from the Supervising Staff Trainer in that the latter is responsible to supervise and/or coordinate all internal and external training, and the trainers.

The Staff Trainer classification series is distinguished from the Management Analyst classification series in that the former is responsible for conducting analysis, evaluation and interpretation of policies, procedures and regulations to the extent necessary to develop effective training, ensure transfer of learning and provide input to county management and state agencies as required; while the latter manages and provides administrative analytical staff support services for a major program or function; performs a wide variety of analytical and administrative duties of moderate to high scope and complexity; may supervise support, technical, professional and Management Analyst staff.

Position Duties

Dependent upon the classification level, the incumbent may perform the following duties, typically:

Staff Trainer I assists with or learns to, and Staff Trainer II performs the full range:
  1. Plan, develop and conduct training programs for departmental staff related to public assistance programs, policies and procedures; coordinates and participates in sexual harassment, cultural diversity and civil rights training.
  2. Meet and collaborate with division managers and subject matter experts as needed, to identify specialized training needs for staff and develops new or revised training programs to meet those needs.Research and incorporate new information, procedures and training techniques to improve training effectiveness; determine objectives and develops curriculum, lesson plans and training materials.
  3. In coordination with departmental Management Analysts, analyze operations, trends, outcomes, processes and systems to determine and respond to changes required in policies and procedures; assist in or develops practical implementation strategies in preparation of training, and make recommendations for administrative policies and procedures.
  4. Perform basic and routine or difficult and complex research and analysis from a variety of relevant subject matter resources and confers with subject matter experts with relevant knowledge to establish a subject specific foundation for training.
  5. Plan, assign, sets expectations; monitor, mentor, evaluate and supervise a unit of newly hired entry level trainees during the training induction period.
  6. Provide technical expertise to staff and management.
  7. Evaluate the effectiveness of training programs utilizing feedback received from trainees, staff, program managers and supervisors.
  8. Coordinate logistics associated with training classes; maintain records on training activities; prepare reports and correspondence.
    In addition to the above, the Level II classification:
  9. Represent the agency and the unit on various state, regional and county task forces and committees and provides input on changing regulations, policies and procedures.
Knowledge, Skills and Abilities:
(Staff Trainer II) Thorough knowledge of / (Staff Trainer I) Working Knowledge of:
  1. Functions of one or more public assistance programs, policies, regulations and laws governing eligibility determination and criteria.
(Both classification levels) Working knowledge of:
  1. Computer systems used by public assistance programs and the computer systems used throughout the Agency.
  2. Principles and practices of leadership, personnel management and supervision.
  3. Provisions of the rules, regulations and laws pertaining to confidentiality as they relate to public assistance and public assistance agencies.
  4. Multicultural and diversity issues and related training to address these issues.
(Staff Trainer II) Working knowledge / (Staff Trainer I) Some knowledge of:
  1. Principles and techniques of curriculum development and employee training, teaching methods and aids, and the nature of the adult learning process.
Skill and Ability to:
(Staff Trainer I) Learn to/assist in, (Staff Trainer II) perform at the full journey level the following:
  1. Design, develop, facilitate and evaluate specialized in-service trainings, engage trainee involvement in the learning process and effect successful transfer of learning to the job.
  2. Prepare lesson plans, manuals, handbooks and other training materials.
  3. Analyze, interpret, explain and apply complex regulations, procedures and laws to departmental expectations of client interactions.
  4. Supervise a unit of trainees and address/resolve personnel issues and/or problems.
  5. Demonstrate active listening skills, communicate ideas and information effectively both orally and in writing, and make presentations before large groups.
  6. Establish and maintain effective working relationships with subordinates, management, committees, vendors and representatives of other groups and organizations during the course of work.
  7. Operate a personal computer to include utilizing standard business software and a broad range of specialized computer software specific to public assistance programs utilized throughout the Agency.
  8. Plan, organize and coordinate staff training activities and schedules.
  9. Analyze training needs and develop effective programs to accommodate these needs.
PHYSICAL REQUIREMENTS
The physical and sensory abilities required for this classification include:
  1. Strength and ability to lift up to 20 pounds to transport training equipment and materials to the training site.

Minimum Qualifications

The knowledge, skills and abilities listed above may be acquired through various types of experience, education or training, typically:

Staff Trainer I:
Three years of experience as an Eligibility Worker, Employment and Training Worker, or Social Worker with at least one year of supervisory experience.

OR 

OPTION II
One year of experience developing and conducting staff development training programs

AND
One year of experience as an Eligibility Supervisor, Employment and Training Supervisor, or Social Work Supervisor performing the full range of supervisory duties including training subordinate staff.

OR 

OPTION III
Any combination of education and experience in a social services environment that demonstrates Social Services program knowledge, supervision and training expertise.

Staff Trainer II:
One year of full-time experience performing duties comparable to the Staff Trainer I or as a staff trainer in a California County Social Services Department, which would include training subordinate staff.

OR

OPTION II
A combination of education and experience in a social services environment that substantially demonstrates the possession of the knowledge, skills and abilities outlined above for the Staff Trainer II, plus two years of supervisory experience.

Other Qualifications

  • The ability to speak, read, and write Spanish in addition to English would be an asset in this position but is not required. Bilingual Desirable: English/Spanish bilingual skills are desirable for this position, but not required as a condition of employment.
  • Employees who drive on County business to carry out job-related duties must possess a valid CA Driver License for the class vehicle driven. 
  • The Department of Social Services will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check. 
  • Monterey County, like all employers, is required to verify an employee's right to work in the United States. Accordingly, on the first day of employment, employees must have and show those documents that verify their legal right to work in the United States. Examples of accepted documentation are a U.S. Passport or Alien Registration Card, or a driver's license and Social Security Card, or a driver's license and U.S. Birth Certificate. 
  • Additionally, our agency requires a valid social security card in order to process employee paychecks. Accordingly, on the first day of employment, employees must have and show this document. 
  • Government agencies accessing US government information, which includes federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent with the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification, and local law enforcement checks. Applicable agencies must conduct an investigation during the time of hire and ensure an investigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.

EXAMINATION INFORMATION

TRAINING & EXPERIENCE EXAMINATION – WEIGHTED 100%
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate’s knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.


MSS is accepting applications on a continuous basis. Qualifying candidates will be notified via email with instructions for completing the examination within 30 days of the date of application.

ELIGIBLE LIST INFORMATION

A departmental open eligible list will be established for the county of Monterey. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.


RETEST PERIOD

Once you have taken the examination, you may not retest for SIX (6) MONTHS from the established eligibility date.

All competitors who pass will be added to the eligible list. Meeting the entry requirements does not assure success in the examination or placement on the eligible list.

A medical examination may be required. As part of the hiring process, a background investigation may be required.
