About the Department

Under general supervision, the Human Resources (HR) Associate performs a variety of administrative, technical, and clerical duties in support of the Town of Zebulon’s human resources functions. These include recruitment, employee onboarding, records management, benefits administration, and HR compliance activities. This position serves as a key point of contact for staff and the public regarding human resources policies, procedures, and services.

Position Duties

  1. Provides administrative support to the Human Resources Director and Human Resources Specialist. 
  2. Assists with recruitment processes including posting job openings, conducting applicant screenings, coordinating interviews, reference checks, processing background checks, orientation and preparing new hire documentation.
  3. Coordinates onboarding and orientation sessions for new employees.
  4. Maintains and updates personnel records, files, and HR databases in compliance with state and federal regulations.
  5. Processes personnel transactions such as new hires, transfers, promotions, and separations.
  6. Supports benefits administration including enrollment, open enrollment events, and employee inquiries.
  7. Responds to routine HR-related questions from employees and supervisors, referring complex issues to HR specialists or management.
  8. Prepares reports, memos, correspondence, and documentation as required.
  9. Assists in tracking training, certifications, and compliance with labor and employment laws.
  10. Maintains confidentiality of sensitive employee and organizational information.
  11. Supports special HR projects or programs such as employee recognition, wellness, and diversity initiatives.
  12. Must demonstrate a high level of confidentiality in various areas.
  13. Performs other duties as required.

Minimum Qualifications

Other Qualifications

  1. Considerable knowledge of the organization and functions of Town government; 
  2. Considerable knowledge of state and local statutes pertaining to municipal proceedings.  
  3. Ability to establish and maintain an effective office operation including operating office equipment and computer programs.  
  4. Extensive knowledge of computers and the applicable programs to perform all tasks required.  
  5. Good written and communication skills are a must.
  6. Ability to prioritize workload and switch between projects as needed.
  7. Ability to establish and maintain effective working relationships with other employees, various governmental and private entities and the general public.
  8. Valid NC Driver’s License


Physical Requirements

  1. Requires the ability to lift 30 pounds, and the occasional exertion of up to 20 pounds of force. 
  2. Regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing and walking. 
  3. Standard vision requirements 
  4. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. 
  5. Hearing is required to perceive information at normal spoken word levels. 
  6. Requires preparing and analyzing written or computer data and observing general surroundings and activities. 
  7. Little exposure to environmental conditions 

Desirable Education and Experience

  1. Education: High school diploma or GED required. Associate’s degree in Human Resources, Public Administration, or a related field preferred.
  2. Experience: Two (2) years of clerical or technical experience in human resources or a related administrative area, preferably in a government or public sector setting.
