About the Department

Performs complex technical wastewater pretreatment inspections, data collection and analysis work related to the protection of the County’s wastewater treatment system; participates in the enforcement of Chapter 134, Article IX. – Industrial Pretreatment, Collier County Code of Ordinances and assists in the administration of the Industrial Wastewater Pretreatment Program.

Position Duties

Inspects industrial and commercial businesses to ensure compliance with applicable codes, ordinances, and regulations pertaining to industrial wastewater quality; determines requirements of discharge permits.
Inspects and samples the facilities of wastewater dischargers; inspects records on operations and activities; inspects the size, installation and maintenance of grease and oil interceptors; approves or denies specifications and practices.
Evaluates industrial user’s production, operation, and maintenance practices as they relate to wastes discharged to the sewer system.
Assesses sample results, industrial user’s self-monitoring report, and permits to determine compliance with federal, state, regional, and local pretreatment standards.
Investigates complaints regarding wastewater pretreatment; prepares incident reports; analyzes data and resolves issues.
Identifies violations of pretreatment activities and regulations; issues notices of non-compliance to involved parties; organizes compliance meetings with facilities in non-compliance.
Confers with contractors, business owners, and the public on pretreatment activities and regulations; explains and interprets requirements and restrictions.
Installs automatic samplers, flow measurement equipment, and pH equipment in manholes; collects and preserves samples of effluent discharges for testing procedures; prepares sampling paperwork including chain of custodies, labels, laboratory analysis sheet, sample request form, and tracking and monitoring forms.
Provides informational outreach materials to residents and businesses and participate in outreach events; educates residents and businesses with respect to federal, state, and local laws, regulations, and ordinances.
Operates a variety of machinery, equipment and tools associated with pretreatment operations, which may include a pretreatment truck, pH meter, automatic samplers, flow measurement equipment, hand tools, or two-way radio.
Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, refueling vehicles, calibrating equipment, washing/cleaning sampling equipment, and glassware, performing basic repair of sampling equipment, cleaning pretreatment truck, and cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
Prepares technical reports and papers with a high degree of literary quality and scientific accuracy, ensuring clear concise reports of pretreatment activities.
Maintains physical and electronic files and reports regarding inspection activities and findings.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.

Minimum Qualifications

High school diploma or GED required.
Three (3) years of related experience.
Fingerprinting required.

LICENSES/CERTIFICATES
Must obtain and maintain a Florida Industrial Pretreatment Association Class C Certificate or F.O.G. I Certificate within two (2) years of hire.
Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a county vehicle as provided in CMA 5805.

Salary offers above the minimum pay grade may be considered based on qualifications. 
Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
