The Universal Developmental Screening & Promotion (UDSP) Manager is responsible for guiding the work of the Best Starts for Kids UDSP strategy within the Prenatal to Five investment area. The main role is to support community-based programs to successfully adapt developmental screening practices and messaging to support families’ interests in ensuring their children's development is emerging in alignment with their priorities and their culture.
This position will report to the Developmental Promotion Team Lead within DDECS.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm. This position is represented by Protec17.

TELEWORKING REQUIREMENT: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Position Duties
- Creatively and collaboratively work toward the UDSP vision and strategic plan.
- Continuously generate interest in developmental promotion activities, including developmental screening, in places where it is not widely available.
- Provide strengths-based guidance and collaborative partnership to existing UDSP programs and other community programs interested in developmental promotion and screening.
- Educate about culturally responsive developmental screening and promotion practices.
- Collaborate with other Best Starts for Kids P-5 strategy leads to increase developmental promotion activities in their programs and strategies.
- Serve as the main contact and program manager for UDSP-funded community-based partners. UDSP awards currently include 15-20 community-based partners funded to carry out unique UDSP programs.
- Support the management and the continuous improvement of the Seattle Developmental Bridge program in partnership with contracted providers and related community members.
- The UDSP program manager will:
- Build strong relationships with each UDSP contractor to learn about their work in the community, document learnings and emerging themes, share updates, answer questions, and provide guidance as needed.
- Share information, opportunities, and foster connections among community and system partners.
- Respond to requests for information, professional development, technical assistance, and capacity building.
- Design and implement collaborative workgroups for UDSP contractors that facilitate peer connections, support skill building, and are responsive to participant needs and interests.
- Design and implement quarterly convenings for all UDSP contractors.
- Manage budgets, approve invoices, with the support of fiscal team, to ensure budget alignment with the UDSP strategic vision
- Write, review, and monitor contracts, with the support of contracts team.
- Work closely with the evaluation team, support with data collection strategies for UDSP partners, analyze data, work towards equitable representation of data, and share data insights with partners and other interested parties.
- Steward vision and implementation of UDSP programs that is community driven, by ensuring that services and activities are informed by communities and families.
- Prepare, administer, manage, and monitor Requests for Proposals and contracts with community-based service organizations for UDSP while building a strong partnership for mutual learning.
- Lead the onboarding of new UDSP community partners as needed
- Maintain accurate and timely records of contract management activities, including cross-department updates.
- Work closely with PPMII to coordinate, develop, and maintain project management activities.
- Seek and implement ongoing input and feedback on the effectiveness of the UDSP strategy’s approach in being responsive to community.
- Create an environment that fosters open communication, teamwork, and commitment to quality service while also fostering a culture of investigative learning and continuous improvement.
- Plan, convene, and staff various internal and/or external work groups or committees, as needed.
- Plan, build agendas, and effectively facilitate meetings within departments, community partners, providers, government professionals, advocacy groups, and others to support alignment and solicit input and feedback.
- Perform other related duties as assigned.
Minimum Qualifications
- Deep knowledge of equity, racial and social justice (ERSJ) principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations.
- Deep knowledge of early development and developmental milestones for children prenatally through age five.
- Knowledge of the various early learning sectors in King County and Washington State.
- At least two (2) years' experience leading projects, programs, and/or strategies in early childhood programming.
- At least two (2) years' experience administering developmental screening tools, including Ages and Stages Questionnaire (ASQ), Modified Checklist for Autism in Toddlers (MCHAT), and/or Survey of Wellbeing in Young Children (SWYC), with diverse children and families.
- Experience honoring families' home cultures and languages while centering racial disability and linguistic justice.
- Experience facilitating participatory meetings with diverse groups and designing group and individualized learning supports using adult learning approaches.
- Experience managing multiyear budgets for programs, organizations, or strategies.
- Ability to identify intersecting issues, multiple perspectives, and opportunities for collaboration, including strategies to promote equity and to advocate for process improvements.
- Ability to work independently with attention to details, to work under deadlines and on several tasks simultaneously, and to organize and prioritize quickly in response to changing needs.
- Ability to work collaboratively with people with diverse needs and perspectives, including families, service providers, partners, co-workers, and funders.
- Skills to share complex information to support decision making, including skills to prepare visuals, written documents, presentations, and spreadsheets.
- Ability to travel throughout the County in a timely manner.
Desired Experience, Qualifications, Knowledge & Skills
- Experience training or coaching providers who do early childhood developmental screening with diverse children and families.
- Experience with program leadership, contract management, and supporting continuous improvement efforts.
- Experience navigating referrals for developmental evaluations and locally available support services, including Early Support for Infants and Toddlers (ESIT), Early Childhood Special Education, and private therapy services.
