We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. 

Position Duties

This position is the Supervisor over five full-time professional positions responsible for design, development, and implementation of a variety of online training courses, methods, and materials for Public Assistance Programs. This position provides oversight and collaboration with other training unit staff, and oversees duties required for development and maintenance of the Public Assistance Programs policy and Colorado Benefits Management System (CBMS) online learning courses.Additional duties include, but are not limited to:

  • Collaborating with other team supervisors to maintain, coordinate and implement a comprehensive training program to address the Public Assistance Programs training needs of eligibility workers statewide.

  • Ensuring that the materials and training developed by the design specialists are accurate, interactive, and effective.

  • Identifying new and efficient measures to design quality trainings that improve eligibility site workers’ performance through interactive web based training, including obtaining evaluations and feedback to influence the continuous improvement process.

  • Participating in all relevant meetings that pertain to the ongoing operations of Public Assistance Program Training procedures and policies.

  • Providing leadership for HCPF employees within the Staff Development Division, and is responsible for all HCPF HR leave, onboarding, and offboarding.

  • Communicating, coordinating and meeting with individuals within the Eligibility Division, eligibility sites, and other stakeholders and is responsible to ensure training needs are met and the Public Assistance Programs’ training is comprehensive.

  • Overseeing the creation of web based training courses using Articulate Storyline 360 and other online authoring tools including Adobe Creative Suite, Camtasia, Audacity, and Final Cut Pro.

  • Overseeing the development of high quality, comprehensive and accurate training courses and materials within management established timelines.

  • Building and maintaining strategic, high-level relationships across the spectrum of stakeholders.


Position is expected to be in office Monday and Tuesday, with remote work Wednesday - Friday. This guidance may change in the future


Minimum Qualifications

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:


Option 1:

Experience Only:

Nine (9) years of progressive experience in instructional design, performance management, performance consulting, training, learning and development, organizational development, culture transformation and/or team development. 

Option 2:

Education and Experience:

Bachelor's degree from an accredited institution in Business, Education, Instructional Design, Psychology, Performance Consulting, Training/Curriculum Development, Communications, or related field. 
AND
Five or more years of progressive experience in instructional design, performance management, performance consulting, training, learning and development, organizational development, culture transformation and/or team development. 



Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience


Preferred Qualifications:
  • Prior state experience related to the duties of this position.

  • Experience working in the CBMS database and/or knowledge of Medicaid eligibility
  • Background in the Human Services field
  • Supervisory/Managerial experience
  • Experience utilizing different systems and tools for training development and implementation
  • Experience delivering in-person and virtual training
  • Extensive knowledge in training and development models, adult learning theory or instructional design
  • Experience with instructional facilitation for complex businesses that include a spectrum of employee types
  • Formal certification/education/experience in applying learning models, adult development theory, or curriculum development
  • Prior relevant experience researching Medical application processing
  • Professional experience using Microsoft Suite, specifically Word and Excel


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 


CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
