About the Department
Reporting to the Williamson County Commissioners Court, responsible for managing and overseeing all department divisions and department resources including budget, staff, operations, community relations, natural and historic resources, and other assets for the Williamson County Parks Department. Responsible for the administration and operations of the Williamson County Expo Center and Williamson County Conservation Foundation.
Position Duties
- Manages and leads division managers and leadership team and staff in short and long-term goal setting and strategic planning in the areas of maintenance and facility management, preservation and horticulture services, conservation, visitor services, financial and operations services, and community services
- Ensure proper stewardship of natural and cultural resources for parks, preserves, trails, and the Expo Center with all project proposals (internal and external) and related activities
- Performs personnel management including hiring, termination, suspension, employee recognition, and disciplinary action
- Prepares, manages, and oversees the overall department annual budgets and collaborates with department management on budget needs, including county, state and grant funds
- Prepares and presents presentations to Commissioners Court and other groups or individuals regarding bond projects, contract review, construction projects and other various complex topics related to the Parks department
- Reviews, implements, and manages program and project developments
- Assists and conducts financial audits of department spending and reviews and approves purchasing orders and requests
- Represents the department and the county on external boards and taskforces
- Conducts research and planning of programs related to the improvement of operations and procedures of the Parks Department
- Oversees and serves as project manager on various park events, activities, and programs initiatives
- Performs inventory control and asset management by creating complex inventory logs and reports in order to maintain and identify park resources
- Participates in the County’s strategic planning process and provides recommendations on Parks Department related objectives and strategies
- Defines and implements Parks department policies and procedures
- Oversees department website and marketing tools and promotions
- Attends meetings, conferences, workshops, training sessions, and reviews publications to remain current on principles, practices, and new developments

- Indoor and outdoor work in all environments, including inclement weather
- Regular travel between work sites as required
IRREGULAR HOURS
- Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required
- Essential personnel for emergency situations; discretion of department director
- Regular attendance is required

Minimum Qualifications
- Bachelor’s degree in Recreation and Parks Administration, Recreation and Natural Resources Development, Natural and Cultural Resource Management, Public Administration, or related field OR an equivalent combination of education and experience
- Eight (8) years of senior level management experience, including park operations, resource stewardship and conservation, personnel management, financial and budgetary planning
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
- Valid Texas driver’s license
PREFERRED QUALIFICATIONS
- Certified Park and Recreation Professional Certification (CPRP)
- Previous public sector experience
