About the Department

Under the direction of the Water Resources Commissioner, manages the daily operations of the Water Resources Commission's office. Supervises the activities of employees engaged in the implementation of the Michigan Drain Code (PA 40 of 1956) and the implementation and enforcement of the federal Soil Erosion and Sedimentation Control Act, Part 91 of P.A. 451, 1994 as amended. May perform any and all functions of the Water Resources Commissioner as delegated by the latter under the provisions of MCL 280.24. 

This is a full-time, benefitted position working Monday - Friday, 8:00 am to 5:00 pm at 12220 Fillmore, West Olive, MI 49460.

Position Duties

The essential functions of this position include, but are not limited to, the following:

  1. Assigns or delegates responsibility for assignment of work, directs personnel, evaluates performance of employees, and assures necessary training and professional development. Take disciplinary action according to established procedures.
  2. Acts in the stead of the Water Resources Commissioner pursuant to the provisions of Sec. 280.24 of the Michigan Compiled Laws.  
  3. Assists in the management and direction of the department working through subordinate supervisory personnel. Provides day-to-day point of contact for Field Supervisor, Engineering Surveyor, Office Manager, Inspection & Construction Manager, and Environmental Projects Manager regarding issues within their operating groups.
  4. Responds to customer complaints and inquiries regarding drainage issues including mediating private drainage disputes as necessary.
  5. Oversee the County soil erosion control program.
  6. Collaborates with the Finance Manager on assessment-related activities, including coordination with municipalities, preparation of assessments, borrowing arrangements, and reimbursement invoicing; serves as part of the leadership team to oversee financial needs related to drain operations.
  7. Administers drain maintenance programs and projects to include negotiating easements and reviewing drain construction plans.
  8. Manages construction plan review obligations of the department for new development pursuant to mandatory laws, acts, and ordinances. Acts as the primary point of contact for other infrastructure agencies in facilitating a comprehensive approach to infrastructure needs associated with land use proposals.
  9. Acts as the primary easement acquisition person within the department. Negotiates settlements with landowners, retains legal counsel, appraisal experts and engineering consultants when necessary for easement acquisition purposes. Attends court proceedings on behalf of the Drain Commissioner during condemnation proceedings.
  10. Coordinates project procurement activities to include writing requests for proposals (RFP), negotiating contracts, and approving invoices.
  11. Coordinates and oversees office technology, including acquisition of new technologies and integration of new technologies within existing systems, in cooperation with the County’s Information Technology Department.
  12. Keeps abreast of legislative and regulatory developments, new administrative techniques, and current issues through continued education and professional growth. Attends conferences, workshops, township board meetings and seminars as appropriate.
  13. Serves as a collaborative member of the leadership team, contributing to the identification of the organization’s short- and long-term goals. Supports the evaluation of departmental fiscal processes and procedures to identify areas for improvement and growth. Assists in analyzing industry trends, conducting research, and recommending strategies to enhance performance. Contributes to the development of strategic plans and provides input on the implementation of organizational changes. Helps establish methods for data collection and performance tracking to ensure alignment with strategic objectives.
  14. Perform all other duties as assigned.

Minimum Qualifications

Bachelor’s degree in civil engineering, surveying, or related field and five years of progressively responsible experience in civil engineering, drain construction and public works administration, or an equivalent combination of education and experience.

Michigan Department of Environmental Quality Soil Erosion Certification and Construction Storm Water Certification (SESC)

Michigan Vehicle Operator’s License.

Required Knowledge and Skills: 

  1. Thorough knowledge of the professional public management techniques involved in budgeting, personnel administration and resource management, and the ability to identify and implement new best practices.
  2. Thorough knowledge of the principles and practices of engineering, surveying, construction, and project management.
  3. Thorough knowledge of applicable local, state, and federal laws, rules, and regulations, overseeing construction projects and programs, negotiation of service contracts, and providing customer service to County landowners and outside agencies.
  4. Skill in assembling and analyzing data, preparing comprehensive and accurate reports, and formulating policy and service recommendations.
  5. Skill in effectively communicating ideas and concepts orally and in writing and making presentations in public forums.
  6. Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
  7. Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  8. Skill in the use of office equipment and technology, including Microsoft Suite applications, the County’s financial system software and department-specific software.
  9. Ability to attend meetings scheduled at times other than normal business hours.
  10. Ability to respond to emergencies or service needs on a 24-hour basis.

Physical Requirements: 
Must be able to perform essential job functions with or without reasonable accommodations, including, but not limited to, visual and/or audiological appliances and devices to increase mobility.

Working Conditions:
Work is generally performed in a normal office environment, and may entail some exposure to inclement weather and the necessity of traversing wooded, hilly or otherwise difficult terrain to identify and inspect drains.
