• Collections Investigator Trainee
Collections Investigator I positions collect the City's delinquent account receivables; negotiate and arrange payment schedules; identify debtor assets for attachment and refer for litigation; gather and verify documentation to establish proof of debt for presentation in court; locate missing debtors using skip tracing techniques; investigate disputed claims on delinquent bills; input and retrieve account information using a computer system; maintain records; and perform other duties as assigned.
- Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
Position Duties
EXPERIENCE: One year of full-time experience performing debt collections and investigations on charged-off accounts with a government agency, financial institution, law office, or collection agency. Qualifying experience MUST include skip tracing delinquent debtors, negotiating terms of payment and setting up payment schedules, and assembling/verifying documents and other proof of debt to support litigation.
NOTES:
- Delinquent debt collections and investigation work for the purpose of bringing accounts current; clerical support; accounts receivables; and bookkeeping experience are NOT qualifying.
- City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
- Experience with, or knowledge of, the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA).
- Completion of college-level course work related to civil litigation processes and procedures.
- Experience with dispute resolution which involves researching and resolving billing problems.
- Experience disposing of delinquent accounts (e.g., full collections, payment plans, referred for litigation, and accounts deemed uncollectable).
- Experience executing judgments in Small Claims and Superior Courts.
- For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.
