SUMMARY
Reporting to the Property Manager, the Maintenance Supervisor performs administrative and skilled supervisory work in the maintenance and repair of apartment buildings. The incumbent plans, schedules, assigns, supervises, and coordinates the work of a maintenance crew in the performance of skilled tasks in several of the mechanical and building trades.
All activities must support Knoxville’s Community Development Corporation’s (“KCDC” or “Authority”) mission, strategic goals, and objectives.
SUPERVISORY RESPONSIBILITIES
The Maintenance Supervisor supervises Apartment Maintenance Technicians and Custodians.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Supervises the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
- Plans, organizes, and coordinates the work of skilled, semi-skilled, and unskilled workers engaged in maintenance and repair activities in several of the building and mechanical trades areas such as basic carpentry, electrical, and plumbing.
- Reviews daily work orders and prepares work schedules; schedules all major, special and emergency repair and maintenance projects; determines work priorities.
- Inspects work in progress and upon completion; reviews and makes decisions on difficult and unusual work problems encountered and referred by subordinates; inspects contracted maintenance work for compliance.
- Performs maintenance and repair activities in several of the building and mechanical trades such as carpentry, electrical, and plumbing.
- Develops and implements preventative maintenance programs; implements safety and training programs; ensures compliance with safety policies, rules, and regulations; ensures that safety precautions, clothing, and equipment are properly utilized.
- Interviews applicants and recommends hiring; provides employee guidance and counseling; evaluates employee performance; recommends and/or takes disciplinary action as necessary.
- Maintains on-site inventory; requisitions and/or orders equipment, materials, and supplies.
- Maintains records and files; prepares regular and special reports.
- Ensures payment of Maintenance-related bills in ProcureIT. Enters blanket work orders and pays bills as required.
- Performs other duties as assigned.
Requirements
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the standard practices, methods, tools, equipment, and materials used in the mechanical and building craft trades.
- Knowledge of the hazards and safety precautions of the mechanical and building trades involved.
- Skill in the use of tools, equipment, and materials pertinent to the mechanical and building craft trades.
- Ability to plan, schedule, assign, supervise, and coordinate the work of skilled, semi-skilled, and unskilled employees, and to perform all essential duties of the position.
- Ability to follow oral and written instructions, to communicate effectively both orally and in writing, and to keep records and prepare reports.
- Ability to operate and use a personal computer.
- Ability to establish and maintain effective working relationships with superiors, subordinate employees, fellow employees, and residents.
- Ability to assist in the hiring of new employees, evaluate performance of subordinates accurately and timely, correct deficiencies, and guide and assign personnel.

EDUCATION AND EXPERIENCE
High School Diploma, GED, or vocational school equivalent and a minimum of four (4) years of experience supervising maintenance or construction projects. An equivalent combination of education and experience may be considered. Must have work experience in plumbing, carpentry, appliance and/or electrical repair. Completion of related apprenticeship programs, course work, or on the job training is a preferred. Preference may be given to applicants with experience using Yardi property management software.
CERTIFICATES, LICENSES, AND REGISTRATIONS
Must have HVAC certification or gain certification within 1-year from hire date.
Must have a valid driver’s license and the ability to be insurable under the Authority’s automobile insurance plan at the standard rate.

To perform this job successfully, the employee is frequently required to travel to various Authority properties to clean and maintain grounds. Daily movements include sitting; standing; reaching and grasping; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must regularly transport up to 50 pounds.

The position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
