About the Department
Position Duties
Minimum Qualifications
Duties may include, but are not limited to, the following:
- Serves as Chief Financial Officer, City Treasurer, and Director of Administrative Services for the City of Stockton with responsibility for Citywide financial and fiscal operations.
- Develops and directs the implementation of goals, objectives, strategies, policies, procedures, priorities, and work standards for the Administrative Services Department; prepares and administers the department’s budget.
- Plans, organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects personnel and provides for their training and professional development; interprets City policies to employees.
- Formulates and implements policies, procedures and internal control systems pertaining to budgeting, financial recordkeeping, audit, and reporting to safeguard municipal assets, prevent fraud, and ensure compliance with applicable laws, and regulations, including accounting pronouncements and debt covenants, the City’s municipal code, state and federal laws, and various mandates.
- Manages and directs the City’s banking decisions; oversees the City’s debt program to include refinancing, refunding, pension obligation bond analysis, and tax-exempt leasing analysis; secures financing packages utilizing tax-exempt financing; manages the City’s investment portfolio.
- Provides professional assistance to members of City departments, boards, and committees on finance and related matters in areas of responsibility.
- Identifies and implements opportunities for process improvements and automation, leveraging inter-departmental collaboration to optimize financial operations and enhance efficiency, accuracy, timeliness, and customer service.
- Serves as the liaison between the City and financial institutions; provides comprehensive financial management services and solves varied budgeting, accounting and collections problems.
- Conducts or directs various financial and other studies; directs and/or develops complex financial, statistical, and narrative reports, correspondence, and other documents detailing the findings, potential alternatives, and recommendations to support strategic decision-making.
- Manages and directs the purchase, storage and issuance of supplies, materials and equipment used by the City.
- Administers the maintenance of City property records and inventories.
- Makes presentations of City financial status and operations to the City Council; represents the City in meetings with governmental agencies and professional and business organizations.
- Monitors the regional economic landscape, trends, and variables influencing City finances and strategic planning, including legislation, court rulings, and professional practices and techniques; evaluates their impact on City operations and financial programs and recommends and implements policy and procedural improvements.
- Administers and coordinates the annual external audit process.
- Represents the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
- Fosters an environment that embraces integrity, service, inclusion, and collaboration.
- Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
- Performs related duties as assigned.
Other Qualifications
Knowledge of:
- Principles, practices, and theory of public administration, general fund, government contract administration, government accounting and auditing, and treasury management;
- Administrative principles and practices, including goal setting, program and budget development and implementation and employee supervision;
- Organizational planning techniques, including staffing, goals and objectives, and work standards development;
- Leadership and supervision strategies, including team building, staff development, and effective management to lead, guide, and support various managers and divisions;
- Advanced principles and techniques of financial analysis, planning, forecasting, and modeling that consider trends, risks, opportunities, and the current economic landscape and market conditions;
- Principles, methods, and practices of municipal procurement, fiscal risk management, and insurance administration;
- Applicable city, state and federal laws, regulations, codes, ordinances, and policies relating to municipal finance, budget development and administration, and investment of public funds;
- Research and analysis methods, strategic planning techniques, and report writing practices; and
- Modern office practices and standard office and accounting software applications and systems.
Skill in:
- Planning, organizing, assigning, directing, reviewing and evaluating the work of assigned staff; selecting and motivating staff and providing for their training and professional development;
- Planning, implementing, evaluating, and directing a large complex operations responsible for a wide variety of comprehensive finance and accounting, budgeting, debt, treasury, and fiscal risk management programs and activities;
- Developing, implementing, and evaluating financial, audit, and systems procedures and controls; providing recommendations for improvements;
- Researching, analyzing, verifying, preparing, and presenting extensive financial data, statements, documents, and reports; leveraging internal and external data sources.
- Interpreting, explaining and applying city, state and federal laws regulating City financial accounting, reporting and recordkeeping, investment of funds and borrowing;
- Evaluating the earning potential of tax-exempt investments, directing investment activities, monitoring and analyzing investment performance; and
- Representing the City effectively in communicating with governmental and regulatory agencies, outside consultants and counsel, and business and professional groups; establishing and maintaining effective working relationships with all levels of City management and the City Council.
Education:
Possession of a Bachelor’s degree from an accredited college or university with major course work in public administration, accounting, business, finance, economics or a closely related field.
Experience:
Seven years of increasingly responsible professional experience in finance administration and management, budgeting, and/or accounting, which has included at least four years of administrative and management responsibility in financial program planning and development, staff supervision, and budget preparation and administration.
Experience in municipal finance, and public agencies or governmental settings is highly preferred. Possession of a certification as a Certified Public Accountant (CPA) or a Certified Public Finance Officer (CPFO) and/or an advanced educational degree is highly desirable.
Physical/Mental Abilities:
- Mobility - Frequent sitting for long periods of time while operating a keyboard; occasional standing and walking for long periods of time;
- Lifting - Occasional lifting of 10 pounds or less;
- Vision - Constant use of overall visual capabilities; ability to read and produce printed material and information displayed on a visual display terminal;
- Dexterity - Frequent holding, grasping, repetitive motion and writing;
- Hearing/Talking - Constant hearing and talking of normal speech, frequently over noise, in person by telephone, and in group settings.
- Special Requirements - May require weekend or evening work;
- Emotional/Psychological - Constant concentration and decision making; frequent public contact; may work alone, and occasional traveling;
- Environmental Conditions - Occasional to frequent exposure to noise, outdoor conditions; occasional to moderate risk of exposure to hazardous materials, dirt, dust, poor ventilation, and indoor cold/heat; and
- Working Conditions - Typically moderately quiet, but may be loud at times and at some locations.
