About the Job:
The Airport Design & Construction department is seeking a Senior Cost Analyst with strong analytical skills to join their exciting and fast paced environment. The selected candidate will collaborate with diverse stakeholders and perform detailed and specialized cost and project analysis, and develop financial forecasts. Their strong budgeting knowledge and data driven decision making skills will play a key role in driving financial and operational efficiency.
What You’ll Do:
- Supervision & Team Leadership: Supervise a team of Cost Analysts by planning, monitoring, and evaluating their performance. Assign responsibilities and establish clear work expectations. Provide consistent feedback and coaching to support performance improvement and professional development. Promote an inclusive, collaborative team culture that values accountability, communication, and excellence.
- Process Improvement & Operational Analysis: Work collaboratively with Cost Analysts and other staff within the Authority’s Development and Construction division to plan, evaluate, and improve business processes, systems, and practices. Leverage analytical expertise to make sound recommendations related to complex capital project cost data and operational efficiency.
- Project Financial Management & Cost Controls: Develop and implement project-level financial procedures and internal controls. Apply cost management principles, proven methodologies, and emerging technologies to deliver accurate, timely financial data to capital project managers. Process and approve project invoices.
- Cross-Functional Collaboration: Collaborate closely with cross-functional teams including construction, finance, and administration. Actively participate in project status meetings and support project delivery from a financial standpoint. Perform other duties as required to ensure financial clarity and operational effectiveness across teams.
- Timesheet Review & Payroll Coordination: Review employee timesheets on a recurring basis. Partner with the administrative payroll team to ensure data accuracy and timely processing. Ensure compliance with certified payroll requirements.
- Operating Budget & Forecasting: Work closely with the finance department to create, maintain, and adjust the operating budget for various programs. Collaborate with accounting, making budget adjustments, manage variances, and preparing forecasts.

Requirements
The Experience You Need to Have**:
- Graduation from a four-year college or university with a major in engineering, business administration, finance, accounting, or a related field.
- Five years of progressively responsible professional cost analysis experience, preferably for large-scale construction projects;
- Or an equivalent combination of training and experience.
Licenses, Certificates, and Special Requirements :
- Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.
