The TxDOT Support Services Division is seeking a highly motivated Civil Engineer to take on a dynamic and impactful role. In this position, you’ll perform advanced civil engineering work focused on TxDOT buildings, structures, and site development. You will work independently and collaborate with design teams, providing critical engineering support that shapes the infrastructure of Texas.

Work location: The selected candidate’s work location may be Headquartered in Austin or any of the following 25 TxDOT District offices located in Abilene, Amarillo, Atlanta, Austin, Beaumont, Brownwood, Bryan, Corpus Christi, Childress, Dallas, El Paso, Fort Worth, Houston, Laredo, Lubbock, Lufkin, Odessa, Paris, Pharr, San Angelo, San Antonio, Tyler, Waco, Wichita Falls, and Yoakum.

Civil Engineer I
Salary Group B26-$76,530-$129,430

Performs facilities engineering work related to buildings and site development, in one or more functional areas such as planning, project development and design, and construction administration. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Issues are rarely referred to the supervisor but are handled at the occurrence. Employees at this level follow standard practices that do not require frequent supervision of details. 

Civil Engineer II
Salary Group B27-$84,182-$142,374

Performs highly advanced and complex facilities engineering work related to buildings and site development in one or more functional areas such as planning, project development and design, and construction administration. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
 

Essential Duties:

Civil Engineer I

  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Reviews, processes and certifies project design plans developed by consulting engineers.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Prepares and seals engineering construction documents for bidding.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests relative to facility construction.
  • Utilize project management principals in initiating, planning, executing, monitoring, controlling and closing for complex mechanical and/or structural engineering projects related to facility construction.
  • Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, contractors, fabricators, and local entities.
  • Performs other job responsibilities as assigned.

Civil Engineer II:

All of the above, and:

  • Leads/Trains professional and administrative staff.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Monitors consultant design contracts.

Minimum Qualifications:

Civil Engineer I

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. 

Experience: 4 years of experience in engineering, structural engineering, civil engineering, mechanical engineering, electrical engineering, or related engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basisSubstitutions for Minimum Qualifications

Civil Engineer II

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. 

Experience: 6 years of experience in engineering, structural engineering, civil engineering, mechanical engineering, electrical engineering, or related engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basisSubstitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer
  • Safety Impact Certificate 

Competencies:

Civil Engineer I/II

Considerable knowledge of:

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering policies and procedures
  • Design and plan preparation methods and requirements
  • Facility planning, design and site development 
  • Applicable industry safety standards, guidelines, and specification codes

 
Proficient skill in:

  • Performing basic design and drafting
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines
  • Using computers and applicable programs, applications, and systems
  • Maintaining a safe and effective working relationship with others

Physical Requirements and Working Conditions:

Civil Engineer I/II

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structure
