About the Department
Under the general direction of the Deputy County Administrator for Community and Economic Development, the County Engineer is responsible for the County's engineering, transportation, and environmental programs and is responsible for environmental planning and related community development matters.
- Manages the Environmental Engineering section of Community Development, performs complex and advanced engineering work, technical reviews and approvals
- Maintains and manages pertinent information on civil engineering practice, especially transportation and environmental practice areas.
- Provides professional assistance with inquiries and concerns, serving as subject matter expert on civil engineering issues providing policy interpretation and technical assistance and initiates policy and guidance recommendations.
Position Duties
- Provides recommendations to the County's Board of Supervisors, Planning Commission, County Administration and all other related departments on transportation related issues, concerns, projects, etc.
- Supervises the Transportation programs or program manager and advises on civil engineering matters. Directs and supports the Transportation Manager in carrying out the following activities:
- Coordinates with the Virginia Department of Transportation on all aspects of projects in and around the County including road maintenance, project scheduling, construction, and all funding sources (i.e. Secondary Six Year Plan, Smart Scale, VTrans, Central Virginia Transportation Authority, etc.).
- This shall include tracking all County related issues and following them through to completion and reviewing and responding to correspondence, citizen inquiries or complaints.
- Develops policies, procedures, and standards including monitoring and implementing actions related to transportation issues and legislative changes resulting in changes to county guidelines, policies, or procedures.
- Develops and maintains both short and long-range transportation plans for recommendation in all applicable planning documents.
- Manages the County’s Major Thoroughfare Plan with the Transportation program manager.
- Serves as a backup to the Transportation program manager on the Transportation Advisory Committee with the regional Transportation Planning Organization and the regional Central Virginia Transportation Authority.
- Reviews all transportation aspects of development plans as well as tracking and managing road bonds.
- Performs all necessary inspections needed or required for the above items.
- Reviews Tract Impact Analysis Reports and provides recommendations.
- Implements the Access Management chapter of the County code.
- Manages applicable procurement items (i.e. creates requests for proposals; creates bid documents; manages contracts, etc.).
- Supervises, develops and maintains the transportation operating budget with the Transportation program manager.
- Supervises the Environmental programs or program manager for the County and advises environmental status on civil engineering matters. Directs and supports the Environmental Manager in carrying out the following activities:
- Manages the Floodplain program, Stormwater Management, Biosolids, and ensures conformance with approved erosion and sediment control plans and plans of development.
- Provides technical guidance and leadership for environmental permitting, inspection and enforcement activities.
- Represents Goochland County in matters relating to floodplain, stormwater, erosion and sediment control, and other environmental matters.
- Serves as, supervises, or directs the management of the Floodplain Administrator.
- Maintains project records, sureties, and reports.
- Coordinates with contractors, design engineers, and developers.
- Develops budget projections for approval and manages budget.
- Participates in public meetings and responds to citizen concerns.
- Performs related work as assigned.
Minimum Qualifications
- Extensive and comprehensive knowledge of the principles and practices of engineering, site design, and construction documents as related to roadway construction, land-disturbing activities, local, state, and federal environmental regulations, code administration, and residential and commercial site development.
- Extensive knowledge of the principles and practices of Environmental Management and Land Development.
- Knowledge of VDOT funding and processes.
- Ability to plan, lay out, and direct work independently and direct work of subordinates.
- Ability to plan projects and to prepare related designs, estimates, and specifications.
- Ability to establish and maintain effective working relationships with employees and with the public.
- Ability to express his/herself clearly and concisely, orally and in writing.
- Ability to make effective and informative public presentations.
- Ability to operate a personal computer, other standard office equipment and/or automated systems and related software with the ability to enter, maintain, retrieve, analyze, and report technical data clearly and concisely and maintain function specific data and provide detailed reports.
- Ability to move around construction sites, climb and stoop to visually examine areas, structures or equipment.
Other Qualifications
- Bachelors degree in civil engineering, environmental science, planning or other related engineering field.
- Seven or more years of professional-level environmental, transportation, construction and design experience, or an equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
- Professional Engineer (PE) or EIT preferred, however, other licenses and certificates may be considered.
- VDEQ Dual Combined Administrator Certification for Erosion and Sediment Control and Stormwater is desired or to be secured within 1 year from the date of hire. ASFPM Certified Floodplain Manager preferred.
- Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.
Licenses or Certifications:
- Licensed in Virginia as a Professional Engineer preferred.
- Certified Stormwater Program Administrator preferred.
Work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks may require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: climbing, bending, reaching, handling, and grasping.
WORK ENVIRONMENT:
Work is performed indoors and outdoors and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.), irate customers, extreme noise, odors, heights and/or dust. The worker will be exposed to water and wastewater system construction and operations which may include associated physical and chemical hazards.
