The Jacksonville Public Library is actively seeking a Library Grants Coordinator.

This is entry-level professional work in planning, researching, identifying, writing, preparing, and submitting grant related documents, and for administration, oversight, and compliance of Library grants and contracts. Work requires knowledge of general principles and practices of grant writing and program evaluation, which is usually gained through a combination of education, training, and experience. Supports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience. Contacts with others require skills in understanding and influencing people and are important in coordinating and overseeing library grants, resolving work related issues and problems, and presenting and defending recommendations. Work is standardized in that tasks are covered by substantially diversified procedures. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. Work is performed mainly in an office environment. Operates a motor vehicle and standard office equipment such as personal computers. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality, and timeliness.

Position Duties

  • Responsible for administration, oversight, and compliance of grants awarded to the library. 
  • Assists with monitoring contracts, subcontracts, invoices, purchase requisitions, and other documentation for compliance with Library and City policies. 
  • Conducts the full range of activities required in the grants cycle including but not limited to planning, researching, identifying, preparing, reviewing, submitting, and reporting grant proposals and applications (new/continuation) to federal, state, local, foundation, or corporate sources.
  • Supports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience.  
  • Monitors, reviews, and tracks grants and supplier contract documents to ensure financial and contractual  compliance.
  • Maintains current grant records, correspondence, files, and tracks all pending applications, awards, and reporting requirements including spreadsheets and other software applications to track and evaluate grant program statistics. 
  • Reviews, analyzes, and edits grants-related documents, budgets, requests for proposals, contract deliverables, and reports.
  • Provides technical assistance to library staff in applying for grants. 
  • Assists with managing requests for trust fund allocations and monitors miscellaneous appropriations for compliance. 
  • Assists with maintaining appearance standards by reporting facilities issues and picking up litter on library grounds.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database and other related software, calculators, scanners, video equipment, overhead or slide projectors.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related duties as required.

Minimum Qualifications

  • Knowledge of general principles and practices of researching, grant writing and program evaluation.
  • Knowledge of information sources of and data collection methods related to grant writing.
  • Knowledge of federal, state, and local grant sources, particularly related to public libraries.
  • Knowledge of grant processes and procedures, both pre-award and post-award activities, including application submission and close-out procedures, guidelines and requirements governing such funds.
  • Knowledge of local, state, and federal legislative processes and applicable guidelines.
  • Knowledge of analytical and statistical methods.
  • Skill in interviewing and data-gathering techniques.  
  • Skill in researching, analyzing, interpreting, and applying related federal, state, and local laws, rules and regulations.
  • Skill in researching and analyzing grant opportunities and the ability to align them with organizational needs and priorities. 
  • Skill in project management, organizing resources, establishing priorities, and ensuring project-related needs, deliverables, and schedules are met. 
  • Ability to establish collaborative working relationships with other employees and the public.
  • Ability to compile and analyze financial, demographic, and other program data using quantitative and statistical analysis techniques.
  • Ability to perform mathematical calculations.
  • Ability to develop and make presentations.
  • Ability to work with diverse populations and to provide services in a non-judgmental and non-discriminatory manner.
  • Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, and other related software, calculators, scanners, video equipment, overhead or slide projectors.
  • Must have ability to travel between various locations to meet the assignments of the position.

Other Qualifications

OPEN REQUIREMENTS:   

  • Five years of education and/or experience in grant writing. 

  • A bachelor's degree from an accredited institution in Public Administration, Business Administration, Communications, or Library Science is preferred.


LICENSING/CERTIFICATION/REGISTRATION:  
  • A valid driver's license is required prior to appointment and must be maintained during employment in this class. 

  • Must qualify for prior to appointment, obtain and maintain during employment in this class   a City of Jacksonville Public Driver Certification.

OTHER REQUIREMENTS: 

  • The probationary period for this class is six months.
