The incumbent performs staff level professional and administrative work supervising the accounts payable and cash receipts of the Finance Department. Performs professional and supervisory duties relating to the planning, directing, organizing, implementing, and coordinating all programs and activities associated with accounting, accounts payable and accounts receivable operations.

Salary Range: $46.69 - $63.17/hour | |

Position Duties

Schedules employees work schedules, including hybrid, assigns work and monitors progress. Guides, trains, and develops employees in accomplishment of their duties and professional growth.
Conducts performance appraisals, counsels employees concerning performance and recommends personal actions in the areas of hiring, termination, promotion and discipline.
Incumbent manages, supervises, and directs the activities of assigned staff including accounts payable and accounts receivable.
Provides a major role in the annual audit and preparation of the City and County’s Comprehensive Annual Financial Report (ACFR), including the transmittal letter, MD&A and note disclosures.
Interprets intergovernmental agreements, bond documents, and various other contracts in order to properly account for the contractual arrangement and ensure compliance with applicable governmental regulations and procedures.
Reviews, verifies and posts routine and complex journals in the financial system.
Generates financial analysis and reports for the department head, City and County managers, other staff and outside entities as needed.
Provides supervision, direction, coaching, mentoring and overall development of staff. Participates in the preparation to review and evaluate assigned annual performance reviews and provide coaching and mentoring as appropriate.
Assists with preparation of the department’s fiscal services annual/revised budget and directs the budget process for the accounting division. Ensures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.
Directs the development and implementation of policies and programs of the work unit which include fiscal services, assets, and other programs. Provides oversight for cash receipts and accounts payable.
Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code.
Responsible for planning, developing, and implementing the closely aligning with the Controller in overall vision, mission, programs, processes and projects of the accounting division. Develops short and long-range goals including annual performance metrics to advance the City and County’s mission, goals, and objectives.
Facilitates service and organizational change, along with the Controller, Deputy Director and the Director and supervise staff responsible for implementation.
Provides direction, oversight and leadership to assigned staff. Hires, assigns, schedules, evaluates and directs work of subordinates. Recommends personnel actions including hiring, promotion, evaluation, corrective and/or disciplinary action, and separation; provides training as necessary.
Minimum Qualifications
Education
Bachelor’s degree from an accredited college or university in Accounting, Finance, or closely related field - Master's degree preferred.
Experience
4 years experience of increasingly responsible experience in governmental accounting
1 year lead or supervisory experience required
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):
