The Director of Water Management (WMD) performs highly responsible administrative and technical work in managing the Water Management Division. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators, such as the Broward County Director of Public Works, through conferences and reports.
Responsibilities include, but are not limited to the following:
*Oversees waterway operation and maintenance, planning, design, and rehabilitation for the County dependent water control districts and other County waterways.
*Oversees consumptive use permit application, compliance monitoring, renewal, and modification for public water supply, and diversion and impoundments permits.
*Participates in Broward Emergency Response Team (BERT) pre-storm teleconferences and attends related meetings at Emergency Operations Center (EOC) as necessary.
*Develops, coordinates, implements, and manages County water control district and water management division fiscal year operating budgets with the Office of Management and Budget.
*Acts as the executive secretary to the advisory boards of the County water control districts.
*Prepares agenda items, organizes meetings, and completes meeting minutes for County water control district advisory boards.
*Participates in and attend Commission Meetings in support of water control district and water management division agenda Items.
*Develops, coordinates, and implements a strategic operation plan and emergency operation plan for the water management division.
*Coordinate with water and wastewater administrators to address required planning and supporting documents related to water supply and shared infrastructure.
*Provides technical support to the Broward County Water Advisory Board, Technical Advisory Board, Water Resources Task Force, Technical Team, and Climate Change Task Force Built Environment Work Group, as needed.
*Prepares semi-annual and annual performance evaluations for direct reports and participates in the water management division recruitment.
*Supervises, mentors, trains, and issues corrective action to employees, as necessary.
*Participates in recruitment efforts with Human Resources.
*Performs related work as assigned by Public Works and Water and Wastewater Services.
General Description
Performs highly responsible administrative and technical work in managing the Water Management Division.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Requires six (6) years in water resources related work or closely related experience.
Special Certifications and Licenses
Preferences
Six (6) or more years' experience in surface water management, drainage design, or related experience
Professional license in engineering, geology, project management, or related field.
Position Duties
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages the dependent water control districts, regional waterways and other County waterways; oversees consumptive use permit application, compliance, renewal, and modification for public water supply and diversion and impoundment permits.
Develops and implements annual budgets and manages staff; assists with the implement the Commission objectives; assists in developing succession plan, strategic plan, and business plan and implements the division's portions of the documents.
Coordinates with other wastewater executive employees to address planning documents and supporting documents.
Provides technical support to the Broward County Water Advisory Board, Technical Advisory Board, Water Resources Task Force, Technical Team, and Climate Change Task Force Built Environment Work Group as needed.
Performs related work as assigned.
