About the Department

The Park District is currently recruiting for an Administrative Analyst I in the Business Services Department of the Operations DivisionThis on-site position will be headquartered at 2950 Peralta Oaks Court in Oakland, CA. This is an exciting analyst opportunity that will provide a key internal customer service role to the Operations Division in processing Public Works Contracts, tracking Division on-call contacts, supporting Request for Proposals as well as other analyst projects while being part of the Business Services Department team. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU'LL BE DOING: 

Under general supervision, carries out a variety of technical, analytical, and administrative tasks In support of the division’s goals and objectives. 

IDEAL CANDIDATE IS:

Position Duties

  • On assigned projects, plans and conducts technical administrative studies and analyses, including identification of administrative problems, determination of study approach and techniques; 
  • Gathers, evaluates and tabulates study data; 
  • Formulates recommendations and prepares reports on the basis of evaluated data and information; 
  • Evaluates priority of assignments and projects and ensures follow-up and completion through workload planning and scheduling; 
  • Studies organizational workflow and layout; 
  • Prepares drafts of administrative bulletins; 
  • Procedures and memoranda; 
  • May assist in the completion or analysis of departmental budgets; 
  • May administer special projects under the direction of the reporting Manager.  
  • Performs related duties as assigned.

Minimum Qualifications


Education: Equivalent to completion of twelfth grade and a minimum of 90 semester or 135 quarter units of college level courses,

AND

Experience: One year of experience with duties and responsibilities that provided beginning level administrative skills.

Substitution for Administrative Analyst I:

  • Additional experience may be substituted for a maximum of two years of required education on a year-for-year basis.

  • Acceptable experience gained at the EBRPD department in question may credit toward "Experience" at a rate of 8 months EBRPD experience equals 1 year of outside experience.

Other Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Knowledge of database management. 
  • Effective and well developed verbal and written communication skills.  
Ability to:
  • Research and write analytical and administrative documents, including both narrative and statistical documents, at the professional level
  • Make timely and sound decisions and work independently without close supervision
  • Coordinate multiple tasks and priorities
  • Plan and organize analyses and monitoring activities.
  • Establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users

CONDITIONS OF EMPLOYMENT: 
  • A valid driver's license is a condition of initial and continued employment in this classification.

East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428.  The probationary period for this classification is nine (9) months.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
