About the Department

The Health Information Management (HIM) Program Manager is responsible for overseeing the management, maintenance, and optimization of health information systems within the tribal healthcare setting. The role involves ensuring that health data is accurate, secure, and compliant with regulatory standards while promoting effective use of information systems to support improved health outcomes within the tribal community.

Position Duties

  1. Supervision: Supervise staff, prioritize and assign work assignments, conduct performance reviews and evaluations. Ensure staff are trained and follow policies and procedures to maintain a safe and healthy work environment. Provide recommendations on hiring, disciplinary and termination actions on the Health Information Management staff.
  2. Data Management: Oversee the accurate collection, entry, and storage of health data, ensuring completeness and accuracy of electronic health records (EHR) and other patient health information systems.
  3. System Implementation & Maintenance: Lead the implementation, optimization, and maintenance of health information technology systems, ensuring they are functioning efficiently and meeting the needs of healthcare providers.
  4. Compliance & Security: Ensure compliance with federal, state, and local regulations (such as HIPAA), tribal health policies, and industry standards in the management of health information. Develop and enforce security protocols to protect patient data.
  5. Training & Support: Provide training and technical support for healthcare staff on health information systems, ensuring proficiency and best practices in data entry, retrieval, and utilization.
  6. Reporting & Analysis: Design and generate routine and ad-hoc reports for tribal leadership, healthcare teams, and other stakeholders to support decision-making, quality improvement initiatives, and public health planning.
  7. Policy Development: Develop, implement, and update health information management policies and procedures to ensure optimal functionality, data integrity, and compliance with regulations.
  8. Collaboration & Communication: Collaborate with healthcare providers, IT staff, and leadership to align health information systems with organizational goals and ensure data is leveraged to improve patient care and outcomes.
  9. Continuous Quality Improvement: Monitor industry trends, technological advancements, and best practices to recommend improvements to the tribe’s health information management systems.
  10. Perform other duties of a similar nature or level as requested by the HSD Executive Director.

Minimum Qualifications

Knowledge of:

  • Healthcare regulations, including HIPAA, and familiarity with privacy, security, and compliance requirements specific to tribal health settings.
  • Health information management software and systems, including EHR platforms, databases, and reporting tools.
  • Cultural values and needs of the tribal community being served.
  • Yaqui communities and local/regional a?airs and issues;
  • Yaqui culture, customs, resources, and traditions, and/or a willingness to learn.

Skills and Abilities:
  • Ability to train and support healthcare staff in the use of health information systems.
  • Strong analytical skills with the ability to interpret data and generate actionable insights.
  • Ability to collaborate across teams and with various stakeholders, including tribal leadership, healthcare providers, and IT specialists.
  • Ability to work respectfully and effectively with tribal leaders, healthcare providers, and community members.
  • Ability to read, interpret, comprehend, and comply with written documents or instructions furnished through various modes, including written, oral, diagram, or schedule format.
  • Ability to listen, communicate, and constantly interact with a wide range of diverse individuals and personalities professionally.
  • Intermediate skills in successfully operating computer equipment and general software applications, including word processing, spreadsheets, presentation software, database programs, and a general understanding and skill working with enterprise software programs.
  • Ability to work effectively in a dynamic environment presenting multiple priorities.
  • Ability to travel for work-related purposed.
  • Strong organizational and leadership skills with business-oriented thinking.
  • Public speaking and presentation skills.
  • Good communication and interpersonal skills as applied to interaction with various stakeholders, co-workers, supervisors, management, Council members, and the public. Have the ability to exchange or convey information sufficiently and receive verbal and written work instructions.

Other Qualifications

Bachelor’s degree in health information management, healthcare administration, information technology, or a related field, plus certification in Health Information Management (e.g., RHIA, RHIT) and a minimum of 5 years of experience in health information management, with at least 2 years in a supervisory or managerial role.

AND
  • Experience working with Electronic Health Records (EHR) systems, health information technology, and data management in a healthcare setting, preferably in a tribal health organization or community health environment, is preferred.
  • A Certified Health Data Analyst (CHDA), Certified in Healthcare Privacy and Security (CHPS), or similar certifications is preferred.
  • Experience working in a tribal healthcare environment or with Native American populations is highly desirable and preferred.
  • Familiarity with public health data, quality improvement initiatives, or population health management is preferred.

Special Requirements:
  • A master’s degree in health information management, healthcare administration, information, technology, or a related field preferred;
  • Experience with tribal government;
  • Must possess and maintain a valid Arizona Driver’s License;
  • Must have a current Level 1 Arizona Clearance Card or be able to obtain one within ninety (90) days of hire. Failure to maintain a current Level 1 Clearance Card will result in termination from this position.
