**Contingent Upon Award**

Location: PBGC Headquarters, Washington, D.C. (Remote work permitted per contract terms)
Contract Type: Fixed-Price Task Order
Period of Performance: Base Year + Four Option Years + Potential 6-Month Extension

Position Summary:

The FOIA Analyst II will support the Disclosure Division within the Office of the General Counsel (OGC) at PBGC. This role involves triaging, processing, and analyzing Freedom of Information Act (FOIA) and Privacy Act requests, ensuring compliance with applicable laws and regulations. The analyst will perform legal and analytical tasks, prepare disclosure determinations, and manage intake and correspondence related to public records requests.

Key Responsibilities:

FOIA & Privacy Act Request Processing

  • Locate, collect, and evaluate requested records using manual and electronic searches.
  • Apply FOIA and Privacy Act guidelines to determine releasability of records.
  • Use PBGC systems such as Image Processing System and Case Administration System for electronic searches.
  • Prepare draft disclosure determination letters, including rationale for exemptions and appeal rights.
  • Redact and mark responsive records appropriately.

Reporting & Documentation

  • Submit weekly status reports detailing tasks performed, hours expended, and upcoming assignments.
  • Maintain accurate records in electronic tracking systems and manual file folders.
  • Ensure all correspondence is grammatically correct, properly formatted, and includes necessary attachments.

Customer Service & Communication

  • Respond to phone inquiries regarding request status and submission procedures.
  • Transmit disclosure packages via email, fax, or Leap FILE.
  • Provide verbal instructions for submitting access requests.

Intake & Correspondence Support

  • Manage receipt, tracking, and archiving of incoming FOIA requests.
  • Create electronic and hardcopy records for each request.
  • Review outgoing correspondence for accuracy and completeness.
  • Respond to inquiries from internal offices and the public.

Other Duties

  • Perform additional tasks as assigned within the scope of the Statement of Work (SOW).

Minimum Qualifications:

  • Education: Bachelor’s degree (verified by corresponding institution).
  • Experience: Minimum of 4 years of experience handling FOIA and Privacy Act requests, including:
    • Disclosure determination preparation
    • Status reporting
    • Phone and intake support
    • Correspondence management

Skills & Competencies:

  • Strong understanding of FOIA and Privacy Act regulations.
  • Excellent written and verbal communication skills.
  • Proficiency in electronic document management systems and cloud-based processing tools.
  • Attention to detail and ability to meet strict deadlines.
  • Ability to work independently and collaboratively in a legal/governmental environment.

Security & Compliance:

  • Must complete PBGC-provided records management and information security training.
  • Subject to background investigation and issuance of a Personal Identity Verification (PIV) card.
  • Must comply with PBGC data handling, physical security, and professional attire policies.
