DUTIES AND RESPONSIBILITIES

The Lead Engineer is a hands-on position that is responsible for the day-to-day operations, maintenance, and safety of a building. He will ensure that all building systems are functional and working as designed.


    Maintaining and repairing building equipment and systems, such as electrical, plumbing, and HVAC.

    Conducting routine inspections and preventive maintenance to identify and address issues before they become major problems.

    Responding quickly to building emergencies and determining the best course of action to resolve any identified issues.

    Coordinating with contractors and vendors to schedule repairs or installations as needed.

    Keeping accurate records of all maintenance and repair work on the building.

    Inspecting and monitoring building systems to ensure compliance with local ordinances, as well as, state and federal regulations.

    Troubleshooting and diagnosing complex problems with building systems and equipment.

    Managing energy usage and implementing energy-efficient practices to reduce costs and environmental impact.

    Communicating effectively with tenants and building management to address their concerns and ensure their safety and comfort.

    Collaborating with other building engineers and management to identify areas for improvement and implement new processes or technologies.

    Responsible for supervising, managing and delegating work to identified asset management staff, as well as, specifies priorities, deadlines, and objectives to such staff.  

    Also responsible for monitoring identified asset management staff’s work for thoroughness, accuracy, conformity with policies and procedures, and achievement of established goals. 


REGULATORY AND OPERATIONAL COMPLIANCE

    Ensure agency-wide compliance with HUD regulations, MTW guidelines, and federal grant rules.

    Monitor laws and guidelines affecting public housing.


EXTERNAL AFFAIRS AND RISK MANAGEMENT

    Represent HHA in professional meetings, community partnerships, and with all applicable regulators.

    Serve as agency representative for housing-related advocacy, as needed.


QUALIFICATIONS AND KNOWLEDGE

    High School diploma or GED required.

    3-5 years of experience in commercial real estate maintenance and operations.

    Technical training and license preferred.

    Supervisory skills preferred.

    Bilingual (Spanish) a plus.

    Must demonstrate a thorough understanding of HVAC, plumbing, electrical, and life safety systems.

    Must be able to communicate effectively both orally and in writing.

    Must be able to multi-task, prioritize, and work efficiently with excellent attention to detail.

    Must be able to effectively delegate assignments, follow up, and evaluate the performance of assigned personnel.

    Must have basic computer skills (email, CMMS, etc.).


SUPERVISION RECEIVED AND GIVEN

Receives direct supervision from the Director of Engineering.


GUIDELINES

    Operates under HHA policy, HUD regulations, MTW requirements, and applicable laws.

    Exercises sound judgment in areas where guidelines may be ambiguous or evolving.


SCOPE AND EFFECT

    Ensures financial stability and programmatic success of the agency.

    Supports long-term sustainability, compliance, and public trust.


PHYSICAL DEMANDS

    Primarily field work, with frequent travel across the city and extended hours as necessary.

    Must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 50 lbs. unassisted), bending, standing, climbing or walking.

    Must be able to safely use manual tools and power equipment common in the maintenance and construction trades.

    Must be able to handle hazardous materials safely.


WORK ENVIRONMENT

    Professional office setting; may involve public appearances and external site visits.
