About the Department

GENERAL STATEMENT OF DUTIES:

Performs supervisory and administrative work directing and coordinating the accounting operations of the finance department.

DISTINGUISHING FEATURES OF THE CLASS:

Responsibilities relate to the general accounting system and budgetary control of revenues and expenses. Responsible for ensuring that the city’s financial data is properly presented. Assists in preparation of the department budget. Work is performed under the general supervision of the Finance Director and is reviewed through reports, periodic internal and external audits, conferences, and results obtained; supervises other department staff.

Position Duties

Assist in the development of long-range plans for the finance department.
Supervises the personnel and daily operations of the finance department to ensure compliance with internal control procedures;
Determine and prepare work papers required to substantiate financial data presented in annual financial reports;
Coordinates and assists in the preparation of the Annual Financial Report;
Assist independent CPA’s with annual examination of the city’s financial statements;
Prepare Comprehensive Annual Financial Report in conformity with generally accepted accounting principles;
Prepare single audit schedules;
Review departmental budget requirements, clarify inconsistencies with department heads, and process information into a working budget;
Prepare electronic spreadsheets for use in budget development and analysis;
Review financial data of grant programs to verify consistency with the city’s financial records and grant documents.
Participate in data processing decisions regarding existing system modifications and future purchases;
Assist or coordinate FEMA and state disaster reporting, reimbursements and audits;
Perform duties of finance director in his absence;
Interact with internal and external customers to determine business needs;
Evaluates and recommends changes to current and future network requirements to meet the department’s needs;
Perform other finance-related duties as assigned;
Performs related work as required.

Minimum Qualifications

Bachelor's degree in accounting from an accredited college or university and five (5) years of progressively responsible managerial , administrative and technical experience that provides expertise in accounting, budgeting and governmental finance.
 
Experience should include a minimum of three (3) years as a accountant or above in a government or quasi-government entity that is required to report under GASB; and two (2) years as a senior public accountant performing audits under GAGAS and OMB.
 
ADDITIONAL PREFERENCES:
 
Master’s degree preferred.
CPA license preferred (as certified by any state board).
Familiarity with CAFR and GFOA standards and best practices.
Valid CGFO certificate preferred; CGFO certificate must be obtained within 16 months of employment date.
Possession of a valid Florida driver’s license.

Other Qualifications

Knowledge of governmental accounting principles and practices, fiscal management, financial reporting and internal control procedures;
Skill in communication, supervision, accounting and financial analysis, and the operation of related computer software applications;
Ability to analyze financial data, and prepare technical and complex financial reports;
Ability to deal effectively with the general public, officials, and other city employees.
Ability to handle sensitive information with discretion; 
Ability to provide excellent customer service;
Ability to communicate effectively, orally and in writing with all levels of management and staff; 
Ability to establish and maintain effective working relationships with Department Directors, City employees and the public;
Ability to work independently;
Ability to handle stress;
