Rebele Family Shelter Program Manager (RFS)
Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. Reporting to the Director of Family Services, the Rebele Family Shelter Program Manager’s primary role is to supervise, direct, and support teams that deliver services that lead to participants and guests being housed. The Rebele Family Shelter is a low-barrier, 28-bed emergency shelter for individuals and their minor children. The Rebele Family Shelter (RFS) Program Manager performs direct participant and/or guest assessment, linking families with children to needed services, empowerment-based goal setting, and advocacy for families with children. This position requires someone energetic, programmatically creative, and can act as a leader for the RFS program team. Desirable qualifications are attention to detail, effective communication, flexibility, and good problem-solving skills.
Hours and Benefits:
- RFS Program Manager is a full-time, exempt position, eligible for medical, dental, vision, 403b, and our generous PTO plan.

Starting Wages (Offer is Dependent on Experience):
$72,134.40 $74,297.60 $76,523.20 $78,811.20 $81,182.40 $83,616.00
Preferred Experience and Education Requirements:
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be:
- 1 - 3 years of experience as a frontline social service provider for individuals or families experiencing homelessness preferred.
- 3 additional years of management experience preferred, preferably in a nonprofit or similar social service involving homeless services, social services, and veterans or family support.
- A combination of either a Bachelor’s degree; related advanced degree or professional certification or related experience.
- Experience in Housing Navigation and Housing Stabilization is preferred
- Experience in program development, program evaluation, and measuring impact preferred.
- Experience in grant administration and reporting.
- Bilingual English and Spanish speaking is a plus
- Desirable qualifications are; attention to detail, effective communication, flexibility, and good problem- solving skills.
- The Family Shelter Program Manager works a flexible schedule and works effectively with a diverse population.
Special Requirements:
- Possession of a valid California Class C Driver's License or must be able to provide suitable transportation that is approved by the organization may be required for certain positions.
Thorough knowledge of:
- Social casework objectives, principles, methods, and caseload management and organization.
- Social and economic factors which influence individuals and/or households experiencing homelessness.
- Knowledge and experience applying the principles of Trauma Informed Care.
- Principles of human behavior and development.
- Grant compliance and reporting including tracking participation outcomes, financial expenditures, and meeting funders’ criteria.
- Administering programs to fidelity.
- Principles and techniques of supervision and management.

Typical Job Duties:
- Supervise case management and family outreach staff.
- Oversee the housing status, assessment, arrival, and departure of up to 28 families staying at the Rebele Family Shelter.
- Direct and participate in the eligibility process through screening and intake of guests/participants.
- Ensure that guests understand and adhere to shelter expectations and rules.
- Contribute to and/or participate in the planning and providing of educational/informational groups for guests/participants.
- Interact with any volunteers by providing leadership, support, and positive role modeling.
- Partner with the Direct Services and Facilities Team to implement campus policies and procedures.
- Occasional transportation of program participants in Housing Matters vehicles to meetings and appointments in accordance with program requirements.
ESSENTIAL FUNCTIONS:
- Develop and maintain administrative and program operations that provide quality care and outcomes for the participants.
- Contribute to the planning and implementation of program goals, objectives, personnel, resources, and equipment. Implement the approved program plan objectives, timetables, expected outcomes, and measures for assigned areas of responsibility.
- Oversee the program's budget and policies regarding participant involvement, program requirements, and benefits. Work may involve directing case managers, housing navigators or other facility staff involved in the delivery of services through the program. Provides management and oversight for the facility program.
- Provide guidance, support and training to case management and outreach staff.
- Develop and implement procedures to ensure efficient operations of the program; continually identify opportunities to improve the program's efficiency; coordinate care delivery, and workflow; oversee scheduling, admissions, exits, and behavioral processes for the person(s) receiving services according to Housing Matters procedure.
- Provide staff management to include hiring, development, training, performance management, and communication to ensure effective and efficient department operation.
- Responsible for directly supporting participants when necessary.
- Monitor staff schedules to ensure that appropriate staffing levels are available to facilitate care promptly.
- Train staff on developing and implementing housing plans with participants.
- Train staff on and assist in maintaining records for person(s) receiving services.
- Serve as liaison and provide consultation with other staff on related issues, regulations, and standards of the Family Shelter.
- Assist in the development and implementation of operating policies and procedures for the program or organization; ensure that procedures and workflows are consistent with organizational objectives, Housing First standards of care; grant requirements and ensure that operations conform to established environmental, safety, and infection control requirements.
- Demonstrate a positive, empathetic, and professional attitude toward customers and staff consistently. When participants' needs are not met, acknowledge and work to resolve complaints. Recognize that participant and staff safety is a top priority.
