The South Florida Water Management District’s Big Cypress Basin Service Center located in Naples, Florida, is seeking a qualified professional to join our team.  This exciting role requires superior attention to detail, the ability to work independently and meet tight deadlines, great organizational skills, the ability to juggle multiple critical requests, and the willingness to be involved in many tasks and projects at the same time.

A high level of integrity and discretion in handling confidential information and professionalism in dealing with senior and executive level professionals inside and outside the District is important. The successful candidate will possess the ability to compose agendas and minutes, produce PPT slides, speak with the public, problem solve, complete complex tasks and projects quickly independently, react with appropriate urgency to situations that require a quick turnaround, and take effective action as needed.

Worksite is located in Naples Florida with District travel to West Palm Beach from time to time.

The position is currently budgeted at $72,779.20 annually, however may be filled commensurate with experience and knowledge.

Duties and Responsibilities
Basin Board Secretary and Office Support
Serves as the secretary to the Big Cypress Basin Board. Incumbent applies seasoned and diverse technical, business and internal District knowledge to effectively and consistently interact with Basin Board members, the Executive Office, senior managers and subject matters experts, as well as the public.  Incumbent demonstrates excellent writing skills, interpersonal skills to successfully community, collaborate, resolve conflict and gain consensus.  This is both a mission critical and a highly visible position that directly impacts the District's public image and reputation.

Develops, reviews and disseminates all Basin Board meeting notices, agendas, addendums, and minutes and reports. Ensures accuracy, integrity and timely distribution of such materials.

Works with the District Clerk to ensures that all resolutions, documents and agreements approved by the Basin Board are properly executed and attested.

Serves as "custodian" of all Basin Board official records including materials submitted by the public or interested parties at meetings of the "body" for inclusion in the official record of the proceeding.

Indexes and maintains all Basin Board orders, resolutions, rules, policies and other related actions, and ensures such documentation are available and easily accessible for District staff, government entities, and the public.

Assures smooth flow of work through the office by means of control relative to flow of correspondence, reports, requests for information, material for action, reviews or comments; establishes and maintains follow-up, contacts departments to assure recognition of deadlines, progress of material, and timely submission to executive management for review.

General Administrative and Office Management Functions
Completes routine to complex work with wide latitude for exercising discretion and judgment. Responsibilities include:

Receiving any visitors, screening and handling calls, providing information to the public about our organization and projects, making travel and meeting arrangements, as well as preparing reports, managing the office workflow and financial data.

Controls the Board calendar and schedules appointments as needed.
On own initiative and discretion, incumbent establishes priorities, sets up, reschedules, or refuses appointments; accepts or declines invitations to meetings, and if necessary, arranges for representation by a subordinate official.

May serve as a liaison with other agencies and public and assist staff with projects and reports. As needed, this position is responsible for fulfilling emergency role in the County’s EOC representing the District and helps.

Provides full range of assistance required in order to manage the overall operational functions of the Basin.
Incumbent has knowledge of the Administrator’s views that is sufficient to perform duties such as developing material for use in speaking engagements.

Performs a variety of activities using office automation software, including preparation of , reports, form creation, calendar scheduling, correspondence preparation, electronic mail, action tracking systems, internet searches, and spreadsheets to organize data.

Makes all necessary arrangements for travel, including arranging schedule of visits, notifying organizations and officials, and making transportation and hotel reservations.

Financial and Technical:
Performs advanced level administrative competence in human resources administrations, budgeting, financial management, procurement, contracting, time and attendance, records management. Assists with the preparation and monitoring of the Basin’s operational budget, including review of expenditures to ensure compliance with the approved budget.

Employment Guidelines/Experience:
Bachelor's Degree in a related discipline such as but not limited to Government, Public or Community Relations, Political Science, or Communications and at least 2 years’ experience that demonstrates measurable career and technical progression that can be applied to support both the Intergovernmental Programs Department's and the District's strategies, initiatives and programs

License and Certification
Valid State of Florida Driver's License

*Will be required to obtain Notary License

Physical Requirements/Working Environment

Due to the District's response role and in the total scope of emergency management, this position will be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role. 
 
Mostly sedentary in an office environment sitting at a desk and operating a personal computer to effectively produce work.  Some travel to conduct business in the field or at remote locations.  Some evenings and weekends to participate in forums, events and intergovernmental activities.
