About the Department

In accordance with the Merit System Rules and Regulations, an eligible list, which will be valid for a one-year period, and which will be used to fill vacancies during that period, is being established for this classification.  Applicants on the eligible list will be certified in accordance with the Merit System and appropriate union contracts.

EXAMINATION PROCESS: The examination process for this posting may include an evaluation of training and experience, a written examination, a computerized exam, an oral board interview examination, a performance examination or any combination of the above to qualify applicants for placement on the eligible list.  The eligible list will be used to fill vacancies that occur within the next year.   The appropriate number of names on the eligible list as prescribed by Merit System Section 26.03.505 will be certified to the hiring department for consideration to fill the vacant position(s).
   
New employees are generally hired at the starting salary and may be eligible for merit increases each year upon receipt of a satisfactory performance evaluation, up to the maximum salary.

Position Duties

GENERAL STATEMENT OF DUTIES: Leads and provides high level management of multiple environmental programs; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS: An employee in this class performs high level work in the management of the Industrial Wastewater Pretreatment and Fats, Oils, and Grease programs, the County Environmental Laboratory, Superfund Site Compliance and other environmental programs designed to preserve and enhance the water quality, air quality, open space, wildlife habitat and overall sustainability of the County. Assignments are broad in scope and considerable independent judgement is required. Responsibilities may include directing and supervising subordinate technical and administrative employees. This position works under general supervision and includes supervision and coordination of subordinate professional, technical and administrative support staff.

EXAMPLES OF WORK:(Illustrative only)

  • Works with policy makers, legislators, regulators, professional organizations, and the public towards the County’s environmental and sustainability goals;
  • Plans, coordinates, and oversees implementation of various environmental programs, or a single environmental program that is of a complex nature;
  • Oversees the development and implementation of capital projects to improve environmental quality and sustainability;
  • Plans and develops public education and outreach efforts;
  • Coordinates with internal stakeholders towards the implementation of initiatives to resolve issues such as sewer overflows and blockages;
  • Works with other municipalities and stakeholders to coordinate efforts and to develop and ensure compliance with environmental agreements;
  • Monitors and evaluates the effectiveness of environmental and sustainability programs, and when needed, recommends changes to close strategic gaps;
  • Creates and furthers existing short-and long-term sustainability strategies;
  • Reviews program requirements to assure achievement of compliance;
  • Provides technical direction and oversight of subordinates;
  • Makes periodic and special reports when required;
  • Recommends and drafts rules, regulations, and standard operational procedures for assigned program areas;
  • Plans, coordinates, and attends meetings and workshops;
  • Represents the County on technical committees including established steering committees to perform required Superfund work;
  • Maintains contact with regulators to ensure compliance with environmental regulation;
  • Assists with the development of operating and capital projects budgets;
  • Promotes an ongoing attitude of dedication to excellent public service and ensures that external and internal customers are provided with the highest quality of service;
  • Operates a data processing terminal, personal computer, and other related equipment in the course of the work.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES: Three years of experience interpretingenvironmentalrules,regulations,standardsandpolicies; extensive knowledge of the Federal Industrial Pretreatment Program, CERCLA, SPCC, laboratory operations, and wastewater quality programs; knowledge of water quality, air quality, groundwater monitoring and remediation, sustainability, and other environmental protection management practices; ability to design, plan, and oversee ability to communicate courteously and effectively, both verbally and in writing; ability to pass a Class Ill County physical examination.

ACCEPTABLE EXPERIENCE AND TRAINING: Possession of a Bachelor's Degree from an accredited college or university with major course work in environmental science, environmental studies, engineering, or life sciences and considerable experience over seeing an environmental program; or possession of an Associate Degree with major course work in environmental studies, engineering, or life sciences and five years of relevant experience; or any equivalent combination of experience and training with provides the required knowledge, skills, and abilities.
