Salary offers will be made within the posted range. Placement within the range will be determined based on your similar work experience. The Port considers work experience to be similar if the scope and level of responsibility of your prior positions match the job being offered. 


As a Procurement Officer III, you will serve as the primary point of contact for highly sensitive procurements, working independently and exercising sound judgment to evaluate procurement theories, principles, and concepts with a focus on procuring goods and services. You will tailor existing guidelines and develop customized strategies to manage risks related to price, scope, schedule, contract terms, negotiations, federal requirements, and quality control. You will also lead the development of Standard Operating Procedures (SOPs) and guidance documents.

  • You will lead procurement planning, manage critical path milestones, and oversee the procurement schedule to ensure timely execution.
  • You will solve complex procurement issues, manage bid protests, and advise stakeholders on strategies to streamline the procurement process.
  • You will use your procurement expertise and independent judgment to develop innovative approaches for acquiring highly specialized services.
  • You will administer contracts by developing complex multi-year solicitation documents, including Requests for Proposals (RFPs), Invitations to Bid (ITBs), and Requests for Qualifications (RFQs); evaluating proposals; negotiating prices and terms; and managing amendments and change orders.
  • You will provide guidance on contract interpretation, address non-compliance issues, and guide terminations for convenience or default in accordance with Port policies, resolutions, and legal requirements.
  • You will lead evaluation teams through complex and politically sensitive procurements. 
  • You will collaborate with Legal and Risk Management to mitigate liability, negotiate special contract terms, and protect the Port from excessive exposure to risk.
  • You will promote continuous improvement through data-driven decision-making, support Diversity in Contracting, and engage with stakeholders to advance economic opportunity and environmental stewardship.

  • Experienced – You have three (3) years of experience in procurement, grants and/or contract development.
  • Desired – We hope you have experience working as a lead procurement officer in procurements and/or grant administration and management, ideally in a public agency as well as experience developing and executing contract negotiations for goods and services. Additionally, we hope that you speak multiple languages.

  • Analytical – You apply strong analytical, research, and organizational skills with attention to detail and the ability to interpret data, apply mathematical reasoning, and evaluate complex situations. You effectively communicate innovative solutions and make informed decisions based on critical analysis and sound judgment.
  • Advisor – You can motivate and guide staff at all levels, using your procurement expertise to foster collaboration and resolve problems. You exercise independent judgment to evaluate concepts and develop strategies for procuring highly specialized services, serving as a trusted advisor across teams.
  • Problem-solver – You bring creativity, adaptability, and a proactive mindset to solving challenges. You identify root causes, anticipate potential risks, and implement process improvements to enhance efficiency and minimize future issues.

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work during emergencies.  
  • Work Environment - This work will take place in a hybrid/in-office setting at Management’s discretion. There is a full-time on-site requirement during the initial probationary period that will be evaluated on a periodic basis.  
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
