About the Department
Open to the general public and any current Municipal employee.
This recruitment is for In-State Lateral Police Officers certified with the Alaska Police Standards Council (APSC). Certification must not have been lapsed more than 5 years. See Alaska Administrative Code for APSC certification regarding Waiver & Reciprocity (13AAC 85.060 – attached at the end of this posting)
Applicants who are successful in the testing and selection process may be added to the eligibility list to be considered for positions that become available in the future.
Selected hires will advance to a sworn Police Officer after the successful completion of the Police Academy.
This position is represented by the Anchorage Police Department Employees Association (APDEA) and is subject to the provisions of the current contract between the Municipality of Anchorage and the APDEA.

All In-State Laterals: Pay incentive for an in-state lateral police officer will be at a higher step based on time in service. The initial pay incentive will be capped 4+ years' time of service award, at Grade 35, Step 6, which is $47.87 per hour. Additional step increases will occur following probation and annually thereafter until the maximum step 10 is reached. For detailed step increases, refer to the IN-STATE LATERAL HIRE PAY SCALE STEP INCREASES chart near the bottom of this advertisement.
Military Security Forces/MP applicants: Soldiers who are military police, security forces or civilians such as Department of the Army Civilian Police do not meet the definition of a lateral hire by the Alaska Police Standards Council and should apply to the Recruit Police Officer announcement at www.Muni.org/JOL to be considered.
Position Duties
Minimum Qualifications
Must be a citizen or US National of the USA by date of hire (6/5/2026).
High school diploma, GED, or equivalent.
Must be at least 21 years old by date of hire.
Must possess a valid State of Alaska driver's license by date of hire (6/5/2026).
Must meet Alaska Police Standards Council (APSC) and Anchorage Police Department (APD) standards regarding misdemeanor and/or felony convictions, traffic violations and use of controlled substances. Such as:
- No felony convictions after reaching the age of 18.
- No marijuana uses within the past one (1) year.
Refer to the Background Investigation information in the Notice Section for further, specific details.
- Must be able to obtain APSC certification within 13 months of hire (AS 18.65.240).
- Alaska Public Safety Information Network (APSIN) / National Crime Information Center (NCIC) certification within thirty (30) days of hire.
- Satisfactory Criminal Justice Information System (CJIS) background check at time of hire
Must have been certified with APSC as a Police Officer within the last 5 years to be eligible.

Other Qualifications
Applicants who meet the minimum qualifications and are currently certified as a Police Officer, have acceptable employment records, and meet Municipal standards related to driving guidelines and criminal conviction history may be invited to participate in the Lateral Police Officer Testing process.
Applicants invited to test will be notified and confirmed of the testing dates, times, and locations via email and/or phone. Please ensure the email and phone number provided on the application are valid and current. Testing notifications will only be sent to the email address listed on the application.
An APD Police Officer is a professional and highly sought after position. Applicants should consider every step in the process as part of a professional job interview. Appearance and conduct during the process should exude professionalism. Applicants with unprofessional attire, such as jeans, shorts, t-shirts, or tennis shoes, may be turned away from testing or disqualified. This does not apply to the Job Task Simulation Test (JTST); appropriate workout clothing is required for this test.
If during any portion of the application, entry level testing or background process, it is discovered that the applicant falsified any material fact, or intentionally omitted or modified material facts, the applicant will not be eligible to re-apply or be considered for any position with the Anchorage Police Department.
Job Task Simulation Test (JTST)
The Job Task Simulation Test (JTST) is physically demanding, and a certain fitness level is required to pass and prevent injury.
When given the signal from a test administrator, the applicant will exit the driver's seat of a patrol vehicle and run a total distance of approximately 400 yards. During the run, the applicant will encounter and navigate numerous obstacles, including zigzagging through a series of cones, ducking under obstacles, scaling a fence, long-jumping a specified distance, going up and down stairs, a push/pull simulation, and a victim rescue drag. Applicants will perform the test while wearing a weighted belt and vest, equivalent to the weight a Patrol Officer carries while performing job-related tasks.
Applicants must complete the JTST in 3 minutes and 36 seconds.

Each applicant will be given two attempts to pass the test on the same testing day. If unsuccessful, the applicant may try again at the next available testing date.
Applicants who successfully complete the Job Task Simulation Test (JTST) will be given a "Conditional Offer of Employment". The six (6) steps and conditions of employment are listed below.

- Medical examination by an MOA designated licensed physician to determine if the applicant is physically sound and free from physical defects that would adversely affect the performance of duties required by a Police Officer.
- Satisfactory passing a drug screen
- Submission of a current copy of the applicants State of Alaska driver's license
- Submission of a current (dated within 30 days from the date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska driver's license was first issued within one year prior to application, documenting an acceptable driving history. The processing fee(s) are the responsibility of the selected applicant.
Step 4 - 477 days (1 year 4 months) $43.43
- 4% for an Associate's Degree
- 8% for a Bachelor's Degree
13 AAC 85.060. WAIVER AND RECIPROCITY.

(a) The council may waive part or all of the basic police officer academy requirements if an applicant furnishes satisfactory evidence that the applicant has successfully completed
(1) an equivalent basic police officer academy;
(2) a 12-consecutive-month probationary period with the police department the applicant is employed within this state at the time of the waiver request;
(3) a council-certified, department-supervised field training program; and
(4) a council-certified recertification police training academy that consists of a minimum of 80 hours of classroom and practical training and that includes the following topics of instruction:
(A) criminal laws in this state;
(B) control tactics;
(C) domestic violence;
(D) ethics;
(E) firearms;
(F) use of force;
(G) juvenile law and procedures in this state;
(H) laws of arrest in this state;
(I) traffic law in this state;
(J) laws in this state regarding detection of driving under the influence and enforcement; and
(K) recognizing and working with disabled persons in compliance with the requirements of AS 18.65.220 (link).
(b) The council may enter into reciprocity agreements with states that regulate or supervise the quality of police training and that require a minimum of 650 hours of classroom and practical training for police officers.
(c) Notwithstanding (a) of this section, the council will not grant a waiver if the applicant was previously issued a certificate that lapsed more than five years before the waiver was sought.
(d) Repealed 4/6/2018.
Military Service Interview Preference
Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
