The Broward County Board of County Commissioners is seeking qualified candidates for the position of an Accounting Specialist (Transportation/Payroll) within the Transportation Department.
The Accounting Specialist (Payroll) is responsible for managing and processing payroll functions, ensuring accuracy and compliance with relevant regulations. This role involves calculating employee wages, deductions, and benefits, as well as maintaining payroll records and preparing reports for management. The Accounting Specialist will also address payroll inquiries from employees, resolve discrepancies, and collaborate with other departments to ensure seamless payroll operations. Attention to detail, strong analytical skills, and proficiency in payroll software are essential for success in this position. The incumbent must be able to prioritize work, meet deadlines, and develop systems to manage workload. Internal and external customer service must be superior.
Performs highly technical work reading, analyzing and auditing contracts.
Works under close to general supervision according to set procedures, but determines how or when to complete tasks.
Minimum Education and Experience Requirements
Requires two (2) years of experience in bookkeeping, payroll or closely related experience.
Special Certifications and Licenses
Possess and maintain a valid Florida Driver's License for duration of appointment.

- One or more years of experience working with Timekeeping Payroll System (ERP)
- One or more years Transportation, Public, or Mass Transit Accounts Payable experience

Position Duties
Manages biweekly payroll and timekeeping for the Transit Division, which encompasses five bargaining units and unrepresented employees.
Ensures compliance with the pay rules outlined in union contracts and adheres to County Human Resources Pay Policies.
Updates the Payroll and Timekeeping System with periodic schedule changes from the Amalgamated Transit Union (ATU 1267), as well as ensuring timely updates for employee schedule and supervisor changes.
Prepares and maintains accurate documentation for new hires and employee transfers is also critical for proper input into the payroll system.
Processes Workers Compensation Wage Statements and Family and Medical Leave Act (FMLA).
Invoices Amalgamated Transit Union (ATU 1267) for union-related business.
Calculates and processes time card adjustments for payroll corrections.
Communicates regarding payroll updates to the Transit Division is essential.
Reviews annual accrual calculations for the union.
Prepares documentation for payroll during emergencies.
Liaises and collaborates with Central Payroll and Human Resources.
Reviews employee requests for cash outs and computer purchases.
Calculates final payouts for retiring, resigning, or terminated employees.
Prepares documentation to be archived in accordance with County and State Record Retention Policies.
Assists with payroll inquiries, research and analysis of payments for compliance.
Researches, analyzes, and audits payment and retainage requests to ensure compliance with agreements/contracts, as well as process vendor payments in accordance with these agreements.
Creates and maintains detailed records of various transactions for accounting, auditing, and budgeting purposes.
Processes payroll by auditing timesheets and leave requests, notifying managers of any discrepancies, and ensuring all payroll-related information is accurately coded and entered.
Calculates withholdings for child support, tax levies and other garnishments.
Prepares and inputs manual payroll checks, voided checks, other pay adjustments in accordance with County policies and legal regulations.
Audits and reviews payroll voucher and registers to determine their accuracy, completeness and conformance with County policies and legal regulations.
Written and/or verbal communication with employees regarding payroll discrepancies or payroll related questions; may use multiple systems and payroll software to complete this task.
Generates payroll reports, and perform various administrative tasks, including document preparation and data management.
Creates and updates a variety of spreadsheets in order to capture data and facilitate preparation of reports; scans documents into database and reviews for quality control, processes payments for recorded documents, processes the return of recorded documents to owners using appropriate methods, processes incoming and outgoing mail, and responds to customer requests.
Provides superior customer service in person and via phone or email in connection with document recording; researches and resolves a variety of routine internal and external inquiries concerning payroll, including communicating the resolution of discrepancies to the appropriate persons.
Exercises independent judgment in the disposition of routine matters.
Performs related work as assigned.
