Assists in managing a satellite office by overseeing the work of staff; performs as a quasi-judicial officer and conducts intermediate sanction hearings; functions as a voting member of the Case Plan Review Committee and/or to the Court; and manages and supervises pre-adjudication intensive supervision (PAIS) functions, assessment and electronic monitoring.

Management Scope: Assists in supervising non-exempt staff, interns and volunteers, which serves approximately 500 youth and families annually, with an operating budget of approximately $460,000.

Responsibilities

1. Manages a remote satellite office in conjunction with, and in the absence of, the supervisor, including planning, organizing, staffing, leading and controlling activities to ensure effective quality service delivery and to ensure that the health, safety and equipment needs of the staff and youths are met.

2. Trains, develops, motivates, disciplines and coaches staff and volunteers to ensure competent and professional execution of the department and district goals.

3. Serves as a quasi-judicial officer and conducts hearings to determine intermediate sanctions or detention of youths; approves recommendations for the disposition of youths to the Case Plan Review Committee (CPRC) and serves as a voting member, in the absence of the supervisor; and conducts administrative hearings.

4. Reviews and audits written court documents to include pre-disposition reports, supplements, addendum, agreed orders, detention hearing reports and closed/active case files to assure accuracy and completeness.

5. Develops, collects, maintains and interprets statistical data and other information systems to ensure the efficiency and effectiveness of personnel and other available resources. Creates and/or maintains a database system to track recidivism, management of caseloads, court hearings and appearances.

6.Manages and supervises PAIS related functions, assessments and electronic monitoring programs.

7. Serves as back-up to staff and assumes all duties as necessary, i.e., administering medications, transporting youths to appointments, processing intake assessments or discharges, and disciplining youths. Must be physically able to perform “handling with care techniques, including takedowns, chasing and restraining youth” as outlined in the Texas Juvenile Justice Department (TJJD) requirement.

8. Screens, evaluates and assigns new cases to ensure high standards of rehabilitative services are provided and provides coverage of daily work schedules for absent probation officers.

9. Performs other duties as assigned.

Qualifications

Education, Experience and Training:
Bachelor’s degree from an accredited college or university in Behavioral Science, or job related field of study. Two (2) years as a probation officer or related professional work experience.

Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to effectively communicate both orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas driver’s license, with good driving record. Must be CPR/First Aid qualified within six months of employment; Certified Juvenile Probation Officer; knowledge of the Texas Juvenile Justice Code, TJPC standards and Department procedure. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment. The employee will also be subject to shift changes.

For positions located in the Drug Intervention Unit, the incumbent must also be a Licensed Chemical Dependency Counselor (LCDC)

· “Position requires working with juveniles who may have committed dangerous/ aggressive acts; should possess a high tolerance for working in an emotionally demanding/stressful work environment.”
· An employee may be transferred to another department, shift, location, or facility based on the needs of the Department.
· Working in a 24-hour facility may make the employee subject to working mandatory overtime or remaining on duty and working all, or a part of, an additional shift (“double shift”).
· The incumbent is / may be considered to be ‘essential personnel’ subject to being held over or called back to a work location or alternate site at all times. When required, you will be notified by your supervisor.
· Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions.

Physical/Environmental Requirements:
Standard office environment within a secured facility. Must be able to visit various off-site locations.
