The TxDOT Traffic Safety Division is looking for a leader for the Behavioral Traffic Safety Section Program management branch to oversee educational campaigns and traffic safety grants.  This position will work from TxDOT headquarters located on Stassney Lane in Austin.  


Oversees and administers the state and federal funded state highway safety program. Supervises a group of professional, technical and/or administrative employees in the administration and coordination of traffic safety contracts/ grants/ projects/ programs to include: application, approval, procurement, payments, monitoring, audits, investigations and/or close-out. Work requires contact with governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Research, evaluate, and analyze federal and state laws and regulations regarding traffic safety programs.
  • Advises professional staff and/or responds to inquiries concerning matters with interpretation and implementation of applicable state and federal laws and regulations pertaining to programs.
  • Assists in directing the strategic planning process and implementing traffic safety program goals, strategies and objectives.
  • Coordinates traffic safety projects/programs with districts and divisions.
  • Oversees the planning, implementation, and monitoring of the traffic safety budget, including the allocation of federal and state funds, state and local matching funds and private contributions.
  • Prepares and makes presentations, coordinates and conducts meetings, seminars, workshops and conferences.
  • Represents the Department and/or serves on committees and task forces at national, federal, state and local levels.
  • Trains Department employees and/or others in program implementation.
  • Performs other job responsibilities as assigned.

Minimum Requirements

  • Education
    - Bachelor's Degree in a related discipline
  • Work Experience
    - *5 YEARS grant /funding administration, planning, budgeting or working with state or federal funding (Experience can be satisfied by fulltime or prorated parttime equivalent)
  • Supervisory Experience
    -Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. (Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis).

Extensive knowledge of:

  • Program/project planning, development, and management methodologies
  • Auditing and investigative methods, practices and procedures
  • Budgeting methods and procedures
  • Applicable contract/grant/funding/project/program processes, policies and procedures
  • Applicable laws, rules, and regulations

Expert skill in

  • Supervising technical staff and scheduling work assignments
  • Developing, interpreting, and implementing policies, procedures, and technical information
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Expert skill in developing and giving presentations

Proficient skill in Planning and coordinating workshops, seminars and task force activities

 

Physical Requirements and Working Conditions:

Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Standing-prolonged periods of time
Lifting-raising objects from lower to higher position/horizontally to a different position
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
Visual Acuity-determine work quality/make general observations of facilities/structures
