The Prince George's County Office of Procurement is currently seeking highly qualified applicants to fill a Compliance Specialist III (Compliance Specialist 3G) Grade G24 position in the Office of Accountability. 

About the Position 

This position assists with determining reporting requirements and monitoring and determining compliance with the business enterprise utilization and employment goals set forth in the Community Benefits Agreement (“CBA”) between Prince George’s County and MGM and on other projects receiving County financial support.  Incumbent plans, prepares, and implements assessments, evaluations, and reviews, and supports policy creation and enforcement, and reporting. Work is evaluated in terms of analytical ability, accuracy, efficiency, completeness, and adherence to policies and procedures.

About the Agency:

The Office of Procurement was launched on July 1, 2024, and comprises three main divisions: the Office of Accountability, Business Services, and Office of Administrative Services. These divisions will house critical functions including Contract Compliance, Contract Administration & Procurement, and Supplier Development & Diversity, formerly managed under the Office of Central Services. The Office of Procurement will help foster transparency and efficiency in our procurement process every day while also providing a high impact means to promote equity. Through the new Office of Procurement, small, local, and minority-owned businesses are supported, creating new opportunities for our residents to work in and improve the community where they live.

Position Duties


  • Plans and implements quality control activities related to compliance with business enterprise utilization and employment goals.

  • Conducts audits of existing procedures, practices, and materials for compliance with current standards.

  • Develops monitoring reports for both business participation and hiring.

  • Submits detailed analysis reports of progress and improvements.

  • Monitors vendor compliance to include reviewing quarterly compliance reports and inspection of records.

  • Develops guidelines and protocols necessary to educate subcontractors, vendors and suppliers on best practices and efforts for minority business enterprise and County-based minority business enterprise participation, hiring, accurate completion of reports, scheduled submissions, financing and bonding opportunities, and monitoring.

  • Maintains a database of MBE, CMBE and CBB to facilitate MGM’s efforts to achieve certain business enterprise utilization and employment goals.

  • Regularly and aptly represents supervisor at appropriate meetings, work sessions, and public hearings in a professional manner, that reflects positively on the County.

  • Advises supervisor in developing policy guidelines related to implementation of goals and objectives and helps establish priorities necessary to accomplish them.

  • Performs other duties as assigned, consistent with the specifications for this position, including, specifically attendance at training classes, or alternative career development activities to increase job competencies.


Minimum Qualifications


  • Bachelor's degree in computer science, mathematics, business or public administration or a closely related field 
  • At least two (2) years' experience in managing product or service testing, monitoring service levels, inspections, benchmarking, creating metrics, evaluations, IV&V, quality reports, auditing, assessments, quality control activities, interfacing with configuration management, release management, troubleshooting, problem resolution, data or information analysis

An equivalent combination of education, training and experience may also be accepted

Preferred Qualifications:
  • At least five (5) years experience in quality control activities and data or information analysis; or an equivalent combination of education, training and experience.

  • Meet all training and performance standards and demonstrate proficiency as required by the agency.

  • May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
