Job Title:         Benefits Administrator 

FLSA Status:   Exempt 

Basic Purpose

The benefits administrator role will be responsible for the day to day administration of corporate group health insurances and pension programs in the US and Canada, including health, dental, vision, life insurance, short and long term disability, flexible spending/health savings accounts and 401(k)/Pension plans. Reporting directly to the Benefits Manager and supporting the HR Director for all benefit related matters and projects including wellness initiatives, orientations, in house employee benefits training and communications.  The benefits administrator also provides and oversees benefits customer service for 2,500+ employees, extensive/complex data analytics for vendor partners and billing, plus ensures compliance to municipal, state and federal employment and benefit laws.

 

Essential Duties and Responsibilities

  • Coordinate daily benefits processing including all enrollments, terminations, qualifying events, changes, beneficiary updates, loans and distributions.  Partner with internal leave of absence team to ensure accuracy of benefits on leave, and outsourced COBRA vendor.
  • Serve as primary contact for plan vendors/third-party administrators. Ensure timeliness and validate accuracy of all benefit data/EDI files weekly. 
  • Serve as primary contact for first level benefits inquires. Troubleshoot and resolve complex benefit issues with timely responses and resolutions to workforce. 
  • Create and maintain benefit summaries, orientation decks and internal employee training materials for complex classes of employees. 
  • Assist Benefits Manager with revamp and rollout of benefits intranet site(s) and creation of full scope benefit booklets for complex classes of employees.
  • Serve as primary contact for all vendor/third-party billing including premium, claims and administrative cost invoice payments.     Maintain and validate monthly payments coordinating with Accounts Payable.
  • Oversee planning and coordination/preparation for annual Open Enrollment and benefits fair/web-based vendor sessions.
  • Partner with Payroll for weekly provision of benefit database adds/changes files for accuracy. Create and validate reporting of payroll deductions to benefits database to ensure reconciliation. 
  • Assist Benefits Manager in research of best-in-class vendors, designs and costs.  Implement and maintain any new benefit offerings or vendor changes annually including the benefits database, vender files, communications and coordination with payroll.
  • Assist in ACA compliance including updating and maintaining subsidy eligible class of employees and tax form (1095) preparation.
  • Coordinate with Payroll & HR team on any municipal, state or federal PTO benefit updates/compliance. Maintain in house PTO policies as it relates to employees on assignment/separate PTO arrangements. Respond to employee inquiries regarding PTO balances or discrepancies.
  • Maintain all benefits compliance including but not limited to ACA, annual IRS limits, SBCs, Medicare part D notices, 5500 filings, nondiscrimination testing and SAR distributions.

 

 

 
Education and Work Experience
  • Minimum 1 + years of US and Canada benefits or directly related human resources experience
  • Bachelor's degree in business, liberal arts, industrial relations or organizational development; may have some post-graduate education or training. 

 

Specialized Knowledge and Skills
  • Strong analytic and research skills with proficiency in Excel
  • Self-starter who works well independently and understands necessity of coordination with other internal departments (payroll and accounts payable) for overall success.
  • Comfort and familiarity with working with multiple benefits data sources such as Oracle, ADP, HRIS systems and benefit administration databases.
  • Working knowledge of HR/personnel practices and principles as well as health and welfare benefits.  
  • Above average time management, attention to detail, communication, organization, and interpersonal skills

  • General office equipment.
Work Environment and Physical Demands
