Reporting to the Deputy Minister of Transportation and Infrastructure Nunavut (TIN). The Director, Policy is accountable for the development and coordination of corporate plans, policies and legislation in support of Tamapta and the Department’s Vision, Mission, Mandate, Goals and Objectives. Authority, responsibility and accountability also include research, corporate and external communications, community development, and legislation development. The Director, Policy supports the Minister by developing policy, coordinating briefing materials, responses to Members of the Legislative Assembly, ministerial correspondence, and preparing and maintaining records of Request for Decisions by Cabinet. The Director is responsible for collecting and analyzing information to evaluate departmental achievement and for providing department-wide program planning information and evaluation. The Director is also responsible for internal and external communications and research.
Responsibilities
This role involves advising senior management on strategic planning and policy development, analyzing trends and documents to inform legislation, aligning departmental goals with government priorities, researching best practices, and coordinating intergovernmental agreements. The Director provides comprehensive research and development support to the senior Management Committee by identifying knowledge gaps and coordinating targeted socio-economic studies, designing research methodologies, collecting and analyzing data using statistical tools, and presenting findings and policy options to decision-makers and the public. The Director also manages departmental reference materials and databases, fosters intergovernmental collaboration to access funding opportunities, and streamlines the gathering and dissemination of information through a centralized, one-window approach. Supports the Deputy Minister and Senior Management Committee by preparing policy submissions and reports, coordinating intergovernmental relations and departmental initiatives, advising on federal and territorial issues, managing divisional planning and resources, and leading public awareness efforts aligned with departmental priorities. The incumbent will directly oversee two (2) positions: and indirectly oversee four (4) others.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a recognized post-secondary degree in related fields such as social sciences, law and management, business administration or related field plus five (5) years of progressive managerial experience in policy, planning, program management and/or related field. This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
